The Government College of Education (GCoE) M.A Road Srinagar today organised a one day general awareness programme for staff and students on Observance of Vigilance Week in collaboration with Anti-Corruption Bureau (ACB), Kashmir.

The backdrop of the programme was presented by Dr. Mohd Yasin Pir, HOD Computer Applications in which he emphasised that the initiatives such as adoption of e-governance, procedural reforms, reduced discretion, minimized public interactions, technology-driven procurement, and automation can significantly reduce corruption.

He also stressed that our country’s rank in the Corruption Perceptions Index (CPI) needs to be improved significantly for India’s vision for a New India to make India corruption free and a developed nation.

The principal of the college, Prof. (Dr.) Seema Naz emphasised that the purpose of Vigilance Awareness Week is to raise awareness among the general public regarding the adverse effects of corruption and to encourage collective efforts to combat it.

The first session was conducted by Gh. Nabi Dar, Dy. SP, ACB. The resource person explained to the audience about the different aspects of dishonest use of power by the Govt. employees as one of the major forms of corruption. He also discussed different forms of corruption such as embezzlement of Govt. funds, bribery, accumulation of disproportionate assets and different misdeeds.

The second session was conducted by Shezada Burhan, A.E., ACB. The resource person deliberated on the issues of moral corruption in our daily lives. He also emphasised on the fact that every department must have one Vigilance officer for addressing the issues related to corruption.

The third session was conducted by Raja Waseem Ahmad, Inspector, ACB. The resource person deliberated on the role of investigation agency, Section 154 CrPC, registration of FIR etc. He also deliberated on Public Service Guarantee Act and e-governance initiatives and use of RTI Act.

The resource person Abdul Waheed Shah, AIG Headquarters, ACB, J&K, explained the different corrupt practices one resorts to in the daily life. He also stated that promoting corruption is a sin and it makes people vulnerable to social disalienation. He also emphasised that the complaints are the backbone of any investigating agency and introduced the audience with the Vigilance Clearance Portal and Anti-Corruption Act 1988. He also stressed on the promotion of e-governance practices.

A lot of queries were put forth by the participants and all were well addressed by Abdul Waheed Shah and Gh. Nabi Dar.
