Govt confirms commissioning of Dulhasti Hydro Project in Kishtwar

Jammu, Mar 22 : The Jammu & Kashmir government confirmed that the Dulhasti Hydroelectric Project (HEP), located in the Kishtwar constituency, was commissioned on March 26, 2007. Executed by the National Hydroelectric Power Corporation (NHPC), the project has an installed capacity of 390 Megawatts (MW).
This information was provided in response to a starred question raised by legislator Shagun Parihar in the Assembly, seeking details about the commissioning and tariff structure of hydroelectric projects in the region.
In its reply, the government clarified that electricity tariffs in Jammu and Kashmir are regulated by the Jammu & Kashmir Electricity Regulatory Commission (JERC), which reviews tariff petitions filed by distribution companies (Discoms). These tariffs are supported by government subsidies, particularly for domestic consumers.
Reaffirming its commitment to affordable electricity, the government noted that substantial subsidies are in place, especially for households located in hydro project catchment areas. The domestic power tariff in the Union Territory ranges from Rs. 2.30/unit (for consumption up to 200 units) to Rs. 4.35/unit, making it one of the lowest in the country. Additionally, Below Poverty Line (BPL) households benefit from a highly subsidized rate of Rs. 1.40/unit for up to 30 units per month, compared to the average power supply cost of around Rs. 7/unit.
The government also emphasized that local area development funds are allocated for communities living near hydro power projects, and rehabilitation norms are strictly followed for families displaced during the construction and execution of these projects.
This statement was issued by the Minister In-charge of the Power Development Department (PDD) as part of the government’s response during the ongoing legislative session.
