Over 32k posts lying vacant across J&K departments

Srinagar, Mar 20: The government of Jammu and Kashmi government has informed the House that a total of 32,474 vacancies exist across various departments in the Union Territory as of January 31, 2025.
The information was provided in response to a question raised by Satish Kumar Sharma. The vacancies have been identified in key sectors such as Education, Health, Power Development, and Public Works, prompting the administration to intensify recruitment efforts.
According to the details shared, the General Administration Department has recorded 2,593 Gazetted vacancies, 19,214 Non-Gazetted vacancies, and 10,757 Multi-Tasking Staff vacancies. Among the key departments, the Health and Medical Education sector has 1,584 Gazetted, 4,603 Non-Gazetted, and 1,664 Multi-Tasking Staff vacancies. The Power Development Department has 45 Gazetted and 1,260 Non-Gazetted vacancies, while the Public Works (R&H) Department has 1,099 Non-Gazetted and 2,660 Multi-Tasking Staff vacancies. The School Education Department is facing a shortage of 404 Non-Gazetted and 600 Multi-Tasking Staff positions.
Other departments with many vacancies include Animal/Sheep Husbandry, which has 192 Gazetted, 783 Non-Gazetted, and 1,614 Multi-Tasking Staff vacancies. The Industries & Commerce Department has 1,969 Non-Gazetted and 548 Multi-Tasking Staff vacancies. The Agriculture Production Department has 47 Gazetted, 848 Non-Gazetted, and 445 Multi-Tasking Staff vacancies. The Horticulture Department has 64 Gazetted, 317 Non-Gazetted, and 434 Multi-Tasking Staff vacancies, while Floriculture has 925 Non-Gazetted and 84 Multi-Tasking Staff vacancies.
The government also informed that the administration has outlined several measures to address these shortages. Over the past two years, 13,466 Non-Gazetted vacancies have been referred to the Jammu and Kashmir Services Selection Board (JKSSB), out of which 9,351 selections have been completed. Additionally, 2,390 Gazetted vacancies have been referred to the Jammu and Kashmir Public Service Commission (JKPSC), leading to 2,175 appointments. The recruitment process for 10,757 Multi-Tasking Staff posts is currently under scrutiny for Finance Department approval. Furthermore, 6,000 vacancies are set to be referred to recruitment agencies immediately.
To streamline the hiring process, the government has abolished interviews for posts up to Pay Level 6 (₹29,200–₹92,300) through orders issued on May 28, 2020, and February 14, 2025. The JKSSB and JKPSC have also adopted Computer-Based Tests and single-stage exams to enhance transparency in recruitment.
Sector-specific recruitment efforts are also underway. The Health Department has referred 56 Gazetted and 660 Non-Gazetted vacancies for recruitment. The Higher Education Department has referred 840 Assistant Professor vacancies, with 476 positions filled and 364 selections ongoing. The Power Development Department has re-notified 150 Junior Engineer vacancies to JKSSB. In the School Education Department, 597 Lecturer posts were referred to JKPSC between November 2024 and January 2025.
According to Annexure-A, the total vacancies across all departments stand at 32,474. The Agriculture Production Department has 47 Gazetted, 848 Non-Gazetted, and 445 Multi-Tasking Staff vacancies.
