India has been in the forefront of upholding the human rights of the people in its neighbourhood. Giving shelter to the refugees is not knew for India.Before the creation of Bangladesh in 1971,India was the only ray of hope for the Bengalis who were cleansed from former East Pakistan when the tyranny of the military junta of Pakistan used repression to decimate its own people. History is witness to the annihilation of Sheikh Mujib –ur-Rehman and his almost entire family for raising the banner of revolt against the Punjabi dominated Pakistani Army. That even today controls the fulcrums of power in Pakistan. Genocide of Bengalis and molestation of women in East Pakistan brought shivers down the spine of normal human beings. Humanity was brought to shame when inspite of sharing the same religious beliefs people of East Pakistan were maltreated by their coreligionists from West Pakistan.Refugee problem in the neighbourhood has always haunted India. Refugees from the neighbouring countries have made their influx into India from time to time. Till this day. Be it from Bangladesh, Pakistan, Afghanistan, Burma or Sri Lanka. The reason being the lack of democratic space and thrust on the dictatorship in these nations. That thrives on the suppression of one religion and patronage of another. Leading to human rights violation. Not only that many spiritual figures like the Dalai Lama were forced seek shelter in India due to state sponsored genocide against the Tibetan Buddhists. India has been the civilizational epicentre for peaceful co-existence of all religions. And above all it has been the origin of Buddhism and Jainism that have emerged from the civilizational moorings of India. Expanding their reach beyond the mainland India into Central Asia and South East Asia. Giving India the distinction to create a civilizational sphere of influence. Even Kashmir played its role in Sanskritisng the South East Asia, China,Sri Lanka and many other distant lands. The name of a great Kashmiri scholar Kumarajiva is written in golden letters in the annals of history for spreading Buddhism beyond India into China.Many more Kashmiri scholars Sanskritsied Buddhism to make it universal in appeal leading to Sanskritisation of the Himalayas and the Northern Frontier.As such India has a huge responsibility to hold the hand of its civilizational brothers and sisters who are rooted in Indian culture. They comprise the family called the Greater India that spans beyond the political boundaries of India.It is in this backdrop that one must see the CAA(Citizenship Amendment Act).The bill for which was passed by the Parliament in the December 2019.The clearance of the rules for this by the central government is a welcome move.As it generates the hope for rehabilitation of the people who have cultural roots in India.British imperialism changed the geography of the Indian subcontinent.But it has failed to alter the civilizational roots of these nations created after balkanisation of India.The rules are ready and the online portal is also in place. So that the eligible applicants can apply for Indian citizenship through their mobiles.It is scheduled to be available before the announcement of the Lok Sabha polls.Definitely it will have an impact on the political atmosphere in the country.But one thing is clear that it will enable India to assert its civilizational writ to safeguard the human rights of the people who are part of the Indian civilizational moorings and look towards India for their safety.It will generate the goodwill and world opinion in India’s favour.The people who were abandoned for generations and were looking towards India to act as their sentinels will have a sigh of relief.Indian tradition is to value human values and peace for the stable world order
