J&K govt directs for strict SOPs for swift character & antecedents verification

SRINAGAR, JAN 18: In a move to ensure efficient and timely verification processes, the Jammu and Kashmir Government has issued a Standard Operating Procedure (SOP) to streamline the verification of character and antecedents before the issuance of formal appointment orders. The SOP, outlined in circular No. 528-JK(GAD) of 2021, emphasizes adherence to timelines and a clear procedure for appointing authorities.
According to the circular, appointing authorities are required to forward attestation forms, received from candidates, along with a covering letter to the Criminal Investigation Department (CID) Headquarters for character and antecedents verification. The CID is mandated to complete the verification within one month from the receipt of the list of selectees. However, in exceptional cases requiring more time, an additional month may be requested, ensuring the entire verification process does not exceed two months.
Upon receipt of a satisfactory verification report, the appointing authority issues the appointment order. Notably, candidates receiving reports at a later stage are appointed notionally from the date of the earlier appointments. Conversely, in cases of adverse reports, confirmed by screening committees, appointments stand automatically cancelled without notice.
In an effort to modernize the verification process, an online application portal named “Employees Verification System (EVS)” has been introduced. A subsequent circular (No: 18-JK(GAD) of 2022) mandates the submission of Personnel Verification Rolls (PVR) exclusively through the online portal, discontinuing manual submissions after June 1, 2022.
However, the government expressed concern over the systematic delays in adhering to prescribed timelines for verification. Despite the introduction of the EVS, reports indicate instances where verification reports are received post the validity period of select lists, leading to requests for re-validation.
To address these issues, all Administrative Departments/Appointing Authorities are instructed to designate ‘Nodal Officers’ for coordinating and monitoring online verification forms. Additionally, the Criminal Investigation Department is directed to conduct special training sessions for these officers to address concerns and ensure accurate submissions.
The circular emphasizes the responsibility of Nodal Officers to tag verification requests properly and issue timely reminders to the CID if reports are not received within stipulated time frames. The requisitioning authority is also instructed to guide candidates during the submission of e-verification rolls to ensure completeness and accuracy.
In an effort to enhance the online portal, collaboration between the State Informatics Officer (SIO) and CID is encouraged to facilitate differentiation of verification requests for appointments from those for other purposes. The entire upgradation process is expected to be completed within one month.
This directive aims to streamline the character and antecedents verification process, promoting efficiency and adherence to prescribed timelines for the benefit of the recruiting agencies and candidates involved.
