Srinagar, Mar 25: The Jammu & Kashmir government on Tuesday informed the Assembly that the Lakes and Conservation Management Authority (LCMA) had not granted any renovation permissions for properties in Habbak Shanpora over the last three years.
The statement was made in response to a starred question raised by Youth National Conference (YNC) Provincial President and MLA Hazratbal Salman Ali Sagar, who sought details on unauthorized constructions and renovation approvals in several areas, including Habbak Shanpora, Khimber, Chatterhama, and Syedpora Bala.
In his reply, Chief Minister Omar Abdullah, who also holds the portfolio of the Housing and Urban Development Department (H&UDD), stated, “No renovation permissions have been granted by LCMA in Habbak Shanpora over the past three years.”
The CM further addressed concerns regarding unauthorized constructions, stating that LCMA had identified violations in Khimber, Chatterhama, Syedpora Bala, and nearby areas. “Action has been initiated against the violators in accordance with the Control of Building Permission Act (COBA) of 1988,” he added.
On the 200-meter “no construction zone,” the CM explained, “The zone is measured from the center of the Foreshore Road where the road has been constructed. In areas where the road has not been constructed, the zone is demarcated from the periphery of Dal Lake, as per the Master Plan of 2035.” He emphasized that the 200-meter buffer is essential to protect the lake from encroachment.
Addressing the matter of Barista (Coffee House), a private property located near Lalit Hotel and built without the necessary permissions, CM Abdullah clarified, “The property was established prior to the High Court’s judgment on July 19, 2002, and the subsequent order issued on September 8, 2022.” He also noted, “The unauthorized macadamization of the approach road to the property was removed.”
On the matter of Barista (Coffee House), a private property near Lalit Hotel built without the necessary permissions, CM Omar Abdullah said, “The property was established prior to the High Court’s judgment on July 19, 2002, as well as the subsequent order issued on September 8, 2022.” He further mentioned, “The unauthorized macadamization of the approach road to the property was removed.”
