Srinagar, Mar 09: The Jammu and Kashmir government has made significant strides in disaster management and migrant welfare, providing 5,868 jobs to Kashmiri migrants and disbursing ₹1,452 crore to displaced persons.
As per the Economic Survey Report 2024-25, the government’s Strengthening of Disaster Management Authority of Hazard-Prone Districts scheme is enhancing disaster preparedness in the districts of Kupwara and Baramulla. This initiative includes upgrading infrastructure and response systems to better manage natural calamities.
The Emergency Response Support System (ERSS) is also being implemented to streamline disaster response by integrating disaster call management via Dial-112, in coordination with the National Disaster Management Authority (NDMA) of the Government of India.
To ensure effective communication during disasters, the government has adopted the Common Alert Protocol (CAP), which sends alerts in local languages via SMS, radio, TV, sirens, and digital platforms. Furthermore, plans are underway to establish Emergency Operation Centers (EOCs) in Budgam and the Jammu Division, along with District Emergency Operation Centers in all 20 districts of J&K.
In the realm of migrant welfare, the government has expedited the issuance of Domicile Certificates and other necessary documents, facilitating access to jobs and educational opportunities for Kashmiri migrants. Out of the 6,000 sanctioned posts, 5,868 have already been filled by Kashmiri migrants.
In terms of housing, the government is working on the construction of 4,848 flats out of a total of 6,000 approved units. Of these, 2,832 flats have been completed, with 1,221 already allotted, while the remaining 2,016 flats are at various stages of completion.
The government has also provided financial assistance to displaced persons, distributing ₹1,452.33 crore to 33,636 displaced individuals from PoJK (1947) and Chhamb (1965 & 1971). Additionally, ₹88.53 crore has been allocated to 3,541 West Pakistani Refugees, who are now eligible for J&K domicile certificates. In another positive development, 3,408 Kanals and 16 Marlas of migrant land have been retrieved from encroachment.
