Committees to monitor implementation of PM’s Vishwakarma scheme

Srinagar, Jan 19: In an effort to ensure effective implementation and monitor the Prime Minister’s Vishwakarma Scheme in the Union Territory of Jammu and Kashmir, the UT Government has established Committees to oversee the implementation of the scheme.
As per the General Administration Department, (GAD) the constitution of the Committee(s) has been sanctioned for the monitoring and implementation of the Prime Minister’s Vishwakarma Scheme in the UTof Jammu & Kashmir:
The UT Level Monitoring Committee shall be responsible for the operational implementation of the scheme at the Union territory level.
It will be headed by Administrative Secretary, Industries & Commerce Department while as the 12 members include Administrative Secretary, Department of Rural Development and Panchayati Raj, or Representative not below the rank of Additional Secretary, Administrative Secretary, Housing & Urban Development Department, on Representative not below the rank of Additional Secretary, Administrative Secretary, Information Technology Department or Representative not below the rank of Additional Secretary.
Mission Director, Skill Development Mission, JB, Director, Skill Development, J&K, Director, Industries and Commerce Jammu/Kashmir, Joint Director, MSME DFO, J8K/ Ladakh, Representative of Finance Department (not below the rank of Additional Secretary), Representative of Planning Development & Monitoring, Department not below the rank of Additional Secretary, Representative of Skill Development Department not below the rank of Additional Secretary and Convener, UTLIC, J&K.
While special invitees include CH. Ravi Chillukoti, Regional Director in the Directorate of Skill Development and Entrepreneurship.
The terms of reference include , the Union To coordinate the roll out of the PM Vishwakarma territory, To ensure active participation of stakeholder departments and agencies of the UT Government facilitating implementation of the Scheme.
“To facilitate agencies of MSDE providing Skill Training to the beneficiaries. To ensure coordination among banks and financial institutions for smooth provisioning of credit support to the beneficiaries. To facilitate IT-ITeS related support in implementing the Scheme.”
The committee will create awareness about the Scheme at Gram Panchayat and Urban Local Body level in the UT. To monitor the implementation of the Scheme and share suggestions or feedback, if any, with the National Steering Committee.
“The committee shall meet once in every quarter, or as per requirement, to discuss all operational and ground-level implementation matters. under the Scheme and shall be serviced Industries and Commerce by the Department,” it said.
Similarly, District Implementation Committee will be headed by Deputy Commissioner, while General Manager, District Industries Centre, Assistant Commissioner, Panchayat Chief Executive Officer(s) of the ULBS, Principal [Tis of the concerned District, representative of MSME DFO, J&K Nominee of MSDE at District Level, Lead District Manager (concerned), Assistant Directors, Handicraft & Handloom Department and three domain Experts or Practitioners are to be nominated by the National Steering Committee.
It shall be responsible for actual roll out and implementation of the Scheme at field level. It will be headed by Deputy Commissioner, the members include General Manager, District Industries Centre, Assistant Commissioner, Panchayat, Chief Executive Officer(s) of the ULES, Principal ITIs of the concerned District and representative of MSME DFO, J&K.
“Nominee of MSDE at District Level Lead District Manager (concerned) Assistant Directors, Handicraft & Handloom Department and three domain Experts or Practitioners to be nominated by the National Steering Committee.
The terms of reference include to ensure seamless enrollment of the beneficiaries by the CSCs in the Gram Panchayats and Urban Local Bodies of the district. To ensure proper and smooth verification of the enrolled beneficiaries by Head of Gram Panchayats and Executive Heads of Urban Local Bodies.
“To ensure adequate awareness and on-boarding of all eligible beneficiaries in Gram Panchayats and Urban Local Bodies, through a suitable mechanism.” The Committee shall be responsible for actual roll out and implementation of the Scheme at field level:
The committee will ensure seamless enrollment of the beneficiaries by the CSCs in the Gram Panchayats and Urban Local Bodies of the district. It will also ensure proper and smooth verification of the enrolled beneficiaries by the Head of Gram Panchayats and Executive Heads of Urban Local Bodies.
“ To ensure adequate awareness and on-boarding of all eligible beneficiaries in Gram Panchayats and Urban Local Bodies, through a suitable mechanism. Necessary verification under scheme, registered beneficiaries to PM Vishwakarma Certificate and ID Cards, Basic Skill Training, Credit Support under the Scheme, Incentives for Digital Transaction and marketing Support,” it said.
It said that the Committee may co-opt two-three leading practitioners or domain experts on honorary basis, with prior approval of the National Steering Committee.
