Srinagar, Dec 19: Jammu and Kashmir on Tuesday issued strict guidelines on time-barred medical reimbursement claims under the Jammu and Kashmir Civil Services (Medical Attendance cum Allowance) Rules, 1990.
The GAD circular No.34-JK(GAD) of 2023, highlights a concerning trend where beneficiaries fail to present their medical reimbursement claims within the stipulated time, leading to the classification of these claims as ‘time-barred.’
Furthermore, it said that instructions regarding the processing of such time-barred claims, as outlined in the General Financial Rule-2017 and circular instructions from the Finance Department (No. A/23(08)-1-B-184 dated: 18.02.2021), are not being followed.
The circular further said the non-settlement of such claims, without pre-requisite formalities as laid down in norms and guidelines, has been viewed seriously by the authorities.
“Therefore, it is accordingly reiterated that in case, the medical claim is not preferred within a time limit from the date of completion of treatment, the same shall not be considered for placement before authorities, provided exceptional grounds are brought on record justifying valid reasons for the delay in preferring the claim, as prescribed in the GFR-2017,” the circular reads.
It directed all the Administrative Secretaries and Heads of Departments to circulate these instructions amongst their respective departments and offices.
