Srinagar, Feb 19: Scores of teachers continue to do clerical jobs in various offices of the School Education Department despite having the orders in place.
To curb the issue, in the past, the administrative department has passed a number of orders to cancel the attachment of the teaching staff working in various offices in different capacities at district and zonal levels.
The curricular issued by the administrative department had mentioned that with the teacher’s attachment, the academics in the educational institutions suffer badly and ordered the authorities to relieve the teaching staff from their offices.
An official wishing anonymity said that the teachers are violating orders and doing clerical jobs at Zonal Education, Chief Education and directorate’s offices.
“In this regard, the School Education Department has also passed orders but unfortunately various employees of teaching staff have occupied clerical assignments in the Direction office, CEO Offices, ZEO offices etc. by ignoring their actual job responsibility for which they are being appointed and paid,” he said.
He further said that due to the lack of skilled manpower at these offices, teaching staff is attached for clerical jobs. “Also, many influential teachers choose to do clerical jobs by choice. It is surprising how a teacher can reject the noble profession. Many schools are facing a dearth of staff and at some places, a single teacher manages the whole school. This issue has made the academics in the educational institutions suffer badly,” he said.
Section 27 in the Right of Children to Free and Compulsory Education Act, 2009 says no teacher shall be deployed for any non-educational purposes other than the decennial population census, disaster relief duties or duties relating to elections to the local authority or the State Legislatures or Parliament, as the case may be.
While contacting Joint Director Education, Mohammad Jehangir, he said that we have curbed the problem to a large extent. “There are clear cut directions that the attachments are cancelled and I think currently there are no teachers who are working in these offices. The teachers are only for academics. If anyone has any knowledge about this issue, they can come to us.”
