Solid waste initiative, flagship schemes transform Budgam dist: DC Budgam

In an exclusive interview with Rising Kashmir’s senior correspondent Arif Rashid, Deputy Commissioner Akshay Labroo highlighted the progress and development initiatives in the Budgam district of Jammu and Kashmir. Labroo discusses his immediate priorities upon assuming office, emphasising the efficient implementation of infrastructure projects and flagship schemes without wasting time and resources. The conversation delves into various facets of development, including tourism, solid waste management, beautification projects, support for artisans, and efforts to address challenges such as drug addiction. 

EXCERPTS:

When you joined as the Deputy Commissioner of Budgam, what were your immediate priorities and the urgent demands of the people?

Upon joining, my primary focus was the efficient implementation of infrastructure projects and flagship schemes by the Jammu and Kashmir Government and the Government of India. I aimed to ensure that these initiatives reached the ground level without wasting time and resources. The urgent demands of the people were also centered around the development of infrastructure projects at the grassroots level.

 

Budgam has significant tourism potential. What steps are being taken to improve network connectivity to tourist destinations like Yousmarg, Doodhpathri, and Tosamaidan?

Tourism is indeed a key focus, with over 25 lakh tourists visiting Doodhpathri in the last 11 months. We’ve already provided cellular network connectivity at Doodhpathri, enhancing the experience for tourists. Additionally, we plan to implement the BSNL 4G Saturation Programme to extend network connectivity to all tourist destinations in Budgam.

 

What kind of infrastructure development is underway in tourist places to boost future tourist flow?

To enhance tourist facilities, we are upgrading the main road of Doodpathri and establishing trekking routes in Tosamaidan and Yousmarg. Parking facilities, public conveniences, and cafeterias are also planned for Doodhpathri to accommodate the increasing tourist influx. These projects aim to not only improve the visitor experience but also provide employment opportunities for the locals.

 How is the district managing solid waste, and what steps have been taken for waste management across Budgam?

Solid waste management is a priority, with measures already in place. We’ve banned garbage dumping in river banks, Nallahs, and irrigation canals. Municipal committees are scientifically managing garbage, and for rural areas, we’ve constructed segregation sheds, composite pits, and soak pits in all villages. Dustbins have been installed for effective solid waste management.

 

The Lieutenant Governor initiated beautification projects for Budgam Town. Can you share details about these projects and their completion status?

Beautification of Budgam Town includes a selfie point at Humhama, installation of 1,600 street lights, display boards with welcoming messages, and development projects such as parks, fountains, and renovations. Several projects, including the clock tower at New Bus Adda Budgam and drainage work on the Humhama Budgam road, have been completed. This initiative has significantly enhanced the town’s aesthetic appeal.

 

What schemes and support are available for artisans, particularly those involved in Kashmiri crafts, in Budgam district?

Budgam is home to a thriving artisan community specializing in Kani Shawl, Sozni, and carpets. Kanihama village, declared a handloom village by the Government of India, has received infrastructure support, benefiting Kani Shawl weavers. The Handicrafts and Handloom Department provides comprehensive support to all artisans in the district.

 

Addressing the challenge of drug addiction, what steps has the district administration taken, and what results have been achieved?

The Budgam police has taken strict actions against drug peddling, with FIRs registered against offenders. The civil administration supports these efforts, conducting drives and destroying illegal poppy cultivation. All medical shops have been instructed to install CCTV cameras, and parents are urged to seek support for rehabilitation from the district administration to combat drug addiction effectively.

 

How are you involving the people of Budgam in the decision-making process at the grassroots level?

Encouraging participation in municipal and panchayat elections is crucial for community involvement. Elected representatives play a significant role in preparing development plans for their respective villages, ensuring a more participatory and community-driven approach to decision-making.

 

Budgam is known for its religious tourist places. Can you highlight the identified religious sites and the ongoing development works?

Budgam, renowned for its religious tourism, boasts significant sites such as Charar-i-Shareef, the Shrine of Baba Hanief-U-Din Reshi in Rathsun, and the Abhinav Gupt’s Bhairava Cave in Beerwah. The increased influx of visitors from across India is attributed to the focused development initiatives.

Following the visit of the Lieutenant Governor to Ziyarat Shareef of Sheikh ul Alam (RA), a surge in progress is evident within a five-month period. Completed projects include public convenience facilities, drainage systems, public parks, and the backside approach road to the shrine. The restoration of the Shrine of Baba Hanief-U-Din Reshi in Rathsun, previously damaged during a tumultuous period, has been successfully completed. Likewise, substantial progress has been made in the development of the Bhairava Cave in Beerwah.

The positive momentum extends to proactive measures for the preservation of architecture and heritage sites in Budgam. An action plan has been dispatched to the Government of Jammu and Kashmir, outlining comprehensive strategies for the revival, restoration, and maintenance of historical sites. Seven religious places of historical significance will witness various development works, enhancing their appeal to tourists and fostering religious tourism in the district.

Highlighted projects within this plan include the development of shrine premises and bada talab at Charar-i-Shareef, as well as improvements to the shrine and Khankah premises at Pakherpora. Restoration, modification, and development efforts are underway at Markazi Imam Bara Budgam, Imam Bara Khommeni Chowk Bemina, Dia-Nag Mandir Budgam, and Nanak Charan Astan in Beerwah. The repair and renovation of Syed Saleh Shrine in Khansahib contribute to the broader vision of preserving Budgam’s rich cultural and historical heritage. These initiatives not only attract tourists to these revered sites but also promise economic opportunities for the local community.

 

Finally, as an IAS officer, what advice do you have for young individuals aspiring for civil service examinations?

I encourage budding youths to stay focused on their goals and work hard to achieve them. Explore diverse fields, as every sector has its own scope and significance in society. Utilise online resources to gather study material and stay informed about various fields to shine in your chosen career.
