Purchase committee constituted for new GMCs, associated hospitals

Srinagar, June 07: The Health and Medical Education Department has constituted a purchase committee for Government Medical College and its Associated Hospitals at Handwara and Udhampur.
“In pursuance of S.O 15 dated 09-01-2020, sanction is hereby accorded to the constitution of Purchase Committee for Government Medical College and its Associated Hospitals of Handwara and Udhampur,” the order.
The committee would be headed by Principal/Dean GMC Handwara/Udhampur as Chairman, while General Manager DIC Kupwara/Udhampur shall be Member, Chief Accounts Officer, GMC Handwara/Udhampur as Member Secretary and Medical Superintendent (GMC and its Associated Hospitals) as Member.
“The Chairman of the committee may co-opt any other member (s)/ expert(s) from the respective GMC having specialization in medicine or machinery equipment or any other discipline related to the procurement,” it said.
The committee shall proceed in accordance with procedure/rules as laid down in General Financial Rules 2017, Manual for Procurement of Goods and Services 2017, Manual for procurement of Works 2019, Manual for Procurement of Consultancy and Other Services 2017, issued by Ministry of Finance, Department of Expenditure, Gol and other guidelines issued by J&K Govt. from time to time.
“The committee shall ensure special attention and focus on quality standard, specification and reasonability of rates after making proper assessment of requirement as projected through proper indents by respective heads of department within the budgetary provisions for the financial year. There shall be no liability (s), whatsoever, created beyond the approved allocations,” the order said.
The Committee shall ensure e-tendering/e-procurement system of operation and other guidelines/circular instructions issued by the Finance Department.
The order said the Member Secretary of the purchase committee shall be responsible for the safe custody of tender documents, samples and other connected records.
The committee shall also adhere to the relevant circular instructions issued by the Industries and Commerce Department with regard to marketing support to SSI units.
“The committee shall follow the best practices of purchase of medicines/equipment in Govt. Hospitals, without compromising quality with due regard to the codal formalities / laid down procedures,” it said.
The committee shall take cognizance of the rate contract/items available with JKMSCL for procurement. The items/medicines available with the corporation (JKMSCL) shall not be put to tendering by the committee as such items have to be procured from the corporation only.
“Security Deposit shall range between two percent to five percent of the estimated value of goods to be procured in the shape of CDR/FDR pledged to Chairman / Member Secretary Purchase Committee and or as per the instructions of Government from time to time,” the order said.
