Srinagar, Nov 10: On the lines of NITI Aayog’s Aspirational Districts Programme, the Jammu & Kashmir Government has rolled out Aspirational Panchayat Programme by appointing Prabhari Officers for all the gram panchayats.
According to the details, the Visiting Officers for the fourth Phase of the Back to Village Programme shall be the Prabhari Officers for the concerned Panchayat(s) for the next one year or till decided otherwise on the same lines of the Aspirational Districts Programme of the NITI Aayog.
The Prabhari officers shall make quarterly physical follow-up visits to their Panchayats besides monthly virtual participation on the first Monday of every month, reads an official order issued by the General Administration Department.
The Prabhari officers shall guide and mentor the Panchayat(s), support and monitor all developmental activities and remove bottlenecks, if any, in the developmental process, as per the order.
The government has listed the activities to be performed and special areas to be monitored and addressed by the Panchayat Prabhari.
Apart from ensuring the resolution of legitimate grievances and demands, and follow-up on the following deliverables of the Back to Village Programme, the Swachh Gram Programme saturation, dissemination of information regarding Jan Bhagidari, issuance of land passbooks, 100% saturation of Golden Cards, completion of pending inheritance mutations by the concerned revenue officers, distribution of e-Shram cards to all eligible beneficiaries, 100 percent Aadhar seeding/penetration, rejuvenating self-employment across all Panchayats by facilitating the interaction of eligible youth with concerned agencies/marketing awareness programmes, banks and other agencies/line departments, the progress of Jai Jeevan Mission, the progress of Panchayat Paani Samitts, formation/activation of Panchayat Youth Clubs, progress achieved under Mission Amrit Sarovar are on the priority list.
The official details further read that the Prabhari Officers shall maintain a continuous liaison with the people of the Panchayat and facilitate appropriate communication between the Panchayat and local administration/line departments, ensuring redressal of grievances/issues locally.
“Any non-responsiveness, non-cooperation by the representatives of line departments shall be reported to the concerned Sub-Divisional Magistrate/District Magistrate for appropriate action,” reads the order. The Prabhari Officers are supposed to lay special focus on 101 deliverables.
