No proposal for execution of extension work of Gousia Hospital Khanyar

Srinagar, Mar 25: The Health and Medical Education Department has informed Jammu and Kashmir that it has no proposal for the execution of extension work of Gousia Hospital Khanyar owing to the space constraints.
The information was provided in the Legislative Assembly in response to an unstarred question raised by MLA Ali Mohammad Sagar on proposal for execution of extension work.
“There is no proposal for the execution of the extension work of Gousia Hospital Khanyar as of now due to space constraints,” the house was informed.
Regarding JLNM hospital Rainawari, it said the additional block at JLNM Rainawari was taken up for execution under the languishing program for an amount of Rs 837.66 lakhs by the Executing Agency (J&K Housing Board). “The structure (G+2) has been completed, including the Modular OT, and finishing work is partially completed.”
The reply said however, bills amounting to Rs. 410 lakhs weren’t cleared due to fact that the works weren’t tendered, and liability on account of non-tendered parts could not be cleared as per GFR 2017.
The matter regarding one-time relaxation is under examination by a Joint Committee constituted to check the reasonability of rates (RoR).
“Once the report is received, the matter shall be put before the Council of Ministers for allowing one-time relaxation to facilitate the payments of untendered works.”
The reply said that an amount of Rs. 89.00 lakhs (tendered liability) for the purpose was projected, and Rs. 71.20 lakhs stand released through BEAMS during the current financial year 2024-25.
Regarding UPHC Maharaj Gung, the H&ME said it was taken under District Sector for an amount of Rs. 334.87 lakhs, out of which Rs. 307.48 lakhs stand incurred by the executing agency R&B. The building is completed with a G+2 structure. However, the work was left halfway due to the non-availability of funds.
“Now, the leftover work has been taken under the UT Capex budget, and Administrative Approval has been accorded for the “Up-gradation of UPHC Maharaj Gunj” vide order No: 49 – DHSK of 2023, dated 02.11.2023,” the house was informed.
It added that currently, work is ongoing through PWD (R&B) and an amount of Rs. 32 lakhs has been released to the executing agency, against which Rs. 18.27 lakhs has been incurred till date.
