CM highlights NBCC, Shehjar Phase-II at Bemina
Srinagar, Apr 02: The Jammu and Kashmir government on Wednesday said that multiple housing projects are in the pipeline and highlighted major initiatives, including the NBCC housing project and Shehjar Apartments Phase-II at Bemina.
Replying to a query in the Legislative Assembly, the Chief Minister Omar Abdullah said that key projects include the proposed development of mass housing colonies at Chak Bhalwal, Bhalwal, Chowadhi and Birpur in Jammu division, as well as Chhaterhama, Kathua. These projects are being taken up under Self-Financing, Engineering Procurement and Construction (EPC), and Public-Private Partnership (PPP) modes.
He said that land has already been identified for each project, while surveys and preliminary works have been initiated. Expression of Interest (EOI) has been floated for PPP-based projects and processes such as geotechnical investigations, building permissions and environmental clearances, which are at different stages of completion.
Among other major initiatives, the government highlighted the NBCC project and Shehjar Apartments Phase-II at Bemina in Srinagar, along with JDA Heights in Jammu.
The CM further informed that the development of these housing colonies is being carried out in line with the provisions of the J&K Housing, Affordable Housing, Slum Redevelopment and Rehabilitation and Township Policy-2020, as well as the J&K Real Estate (Regulation and Development) Act.
Regarding the implementation of the Real Estate (Regulation and Development) Act, 2016, the government said that the Jammu and Kashmir Real Estate Regulatory Authority has been established to regulate and promote the real estate sector in the Union Territory.
It added that all eligible real estate projects must be registered with the Authority before advertisement, marketing or sale. Promoters are required to disclose complete project details and adhere to sanctioned plans to ensure the provision of basic amenities and infrastructure.
The government also informed that the Authority is actively enforcing compliance with the provisions of the Act, having conducted 122 inspections to identify illegal or unregistered projects so far and issued 157 notices to defaulting promoters for failing to register their projects with the Authority.
