Srinagar, Apr 02: The Government of Jammu and Kashmir has said it has taken several steps to address declining school enrolment, particularly in border areas, while also focusing on infrastructure and student support measures.
This was stated in response to a question tabled by Dr Devinder Kumar Manyal regarding schools in border areas.
The School Education Department, in a written reply, said it has launched multiple initiatives to bring children to schools and ensure full enrolment at the primary level. These include annual enrolment drives conducted by DSEJ and DSEK, identification of out-of-school children through door-to-door surveys, and their mainstreaming through direct enrolment.
The department said seasonal centres have been set up for children of tribal migratory populations to prevent disruption of learning during migration periods. It added that free uniforms and textbooks are being provided to around 8 lakh children.
Under PM POSHAN, mid-day meals are being provided to every child from pre-primary to Class 8. Pre-primary sections have been started in 15,550 government schools, leading to an increase in enrolment from 1.80 lakh in 2023-24 to 1.85 lakh in 2024-25.
Scholarships are also being provided to girls under the Beti Anmol Scheme to promote education at the senior secondary level.
On the issue of vacant buildings and land due to school mergers, the government said these have been handed over to the concerned district administration for use by other departments.
The government said there is currently no proposal for upgrading schools to the next level, including in border areas. The focus remains on creating required infrastructure and providing staff to all schools, especially those already upgraded. Feasible schools in border areas will be considered whenever such proposals arise.
Regarding Samba district, the government said nine schools in border villages have been proposed for upgradation under the Vibrant Village Programme Phase II. These include Girls High School Bainjar, Middle School Chalyari, Middle School Chachwal, Middle School Mang Chak, Middle School Dug Barmala, Middle School Nanga, Girls Middle School Rangoor Basti, Primary School Bainjar, and Girls Primary School Jerda. However, the Directorate of Samagra Shiksha informed that no funds have been received under this programme so far.
The government further said that during the financial year 2025-26, a total of nine schools in Ramgarh constituency have been approved under Samagra Shiksha for infrastructure development, with a financial implication of Rs 68.34 lakh.
