Srinagar, Nov 28: In a bid to enhance road safety and save lives, the Regional Transport Officer (RTO) Kashmir, Syed Shahnawaz, has issued an appeal to the public to adopt the practice of wearing helmets. The message highlights the importance of helmets for both riders and pillion passengers, urging compliance with safety norms.
Citing Section 129 of the Motor Vehicles Act, 1988, the RTO highlighted that wearing a helmet conforming to Bureau of Indian Standards (BIS) norms is mandatory for anyone driving or riding a two-wheeler. Non-compliance could result in penalties under Section 194D of the Motor Vehicles Act.
The appeal underlines three key reasons why helmets are essential. Life-Saving Gear, Helmets significantly reduce the risk of head injuries in accidents, potentially lowering the death rate by up to 42%. Legal Obligation, beyond safety, wearing a helmet is a legal mandate and Protection for All. Pillion riders, equally vulnerable in accidents, must also wear helmets to ensure shared safety.
Syed Shahnawaz called on citizens to make helmet use a non-negotiable habit. “Parents should set an example for their children, and employers must encourage staff to prioritize safety,” he stated. Riders were reminded to wear helmets each time they ride and ensure the same for their pillion passengers. The RTO assured the public that authorities would intensify compliance checks and impose stricter penalties for repeated violations. He also emphasized fostering a culture where helmets are seen not just as legal requirements but as life-saving gear.
The appeal concludes with a powerful reminder, “Stay safe, ride responsibly, and always wear a helmet.”
