Srinagar, May 31: The Health and Medical Education (H&ME) Department has sought an explanation from Director AYUSH regarding the deputation of five Medical Officers to New Delhi without the approval of the Administrative Department.
A notice issued by the H&ME Department to Director AYUSH J&K, Dr. Mohan Singh, demands a clarification of his position within five days.
The notice outlines that the Director AYUSH deputed Medical Officers (Ayurveda, Unani, and Homeopathy) to New Delhi to attend a Modular Training Programme at the Central Health Education Bureau on May 7, 2024.
The doctors deputed include Dr. Arun Gupta and Dr. Harbaksh Singh, Medical Officers from Government Ayurvedic Hospital Jammu; Dr. Ghulam Nabi Wani, Medical Officer from JLNM Hospital Srinagar; Dr. Nitin Magotra, Medical Officer from DH Udhampur; Dr. Asif Ali Jan, Medical Officer from District Ganderbal; and Dr. Irfan Hussain Banday, Medical Officer from District Bandipora.
The communication emphasizes that the officers mentioned are gazetted officers, and their cadre controlling authority is the Administrative Department. Therefore, all matters concerning gazetted officers fall under the purview of the Administrative Department.
The notice points out that the Director AYUSH’s actions contravene existing norms regarding the delegation of powers, as notified by the General Administration Department vide Government Order No. 810-JK(GAD) of 2020 dated September 1, 2020.
“The copy of your office has been endorsed by this department for information only. While going through the contents of your office order, it has been found that you have violated the existing norms regarding the delegation of powers as notified by the General Administration Department vide Government Order No 810-JK(GAD) of 2020 dated 01.09.2020,” it said.
