CUK’s Deptt of Economics organizes lecture on “Development Finances at District Level and Devolutions thereof”

Ganderbal, Nov 22: Department of Economics, Central University of Kashmir, (CUKashmir) organized an online lecture “Development Finances at District Level and Devolutions there of ” by Suheel Ahmad Malik, Joint Director, Department of Planning, Development and Monitoring.
Addressing the participants, Malik provided a comprehensive overview of the planning process at the grassroots level in J&K and elucidated how democratic process empowers local governance by bringing decision-making closer to the people through a robust three-tier system of Panchayati Raj.
With illustrative examples, he explained the intricacies of budget allocation across panchayats and blocks, highlighting the distinction between capital and revenue budgets and their respective impacts on developmental outcomes. Particular emphasis was placed on the Aspirational Block Development Programme, which aligns development initiatives with the aspirations and needs of local communities. Mr. Malik stressed the importance of participatory planning in ensuring that financial resources are utilized effectively to address regional disparities and promote equitable growth.
The lecture transitioned into an interactive question-and-answer session, where students, faculty, and research scholars engaged in discussions with the guest speaker. Topics ranged from financial devolution strategies to the challenges and opportunities in implementing grassroots development plans. The interactive session enriched attendees’ understanding of the alignment between policy frameworks and the aspirations of local communities.
Earlier, Dr. Masroor Ahmad, Head Deptt of Economics, in his welcome address, explained the enhanced role of PRI’s after the 73rd Constitutional amendment, which specified 29 subjects for which Panchayats were entrusted with the responsibility of devising plans so as to foster economic development.
He said the lecture not only shed light on the evolving governance landscape in Jammu and Kashmir but also reinforced the pivotal role of informed financial planning in realizing inclusive and sustainable development at the district level.
The event was attended by faculty members, postgraduate students, and research scholars. Research scholar, Ms. Zeeshan Mir, proposed the vote of thanks.
