JAMMU, JAN 9: Chief Secretary Atal Dulloo led a pivotal meeting with Administrative Secretaries and senior functionaries to evaluate the progress made in achieving targets set during the first two National Conferences of Chief Secretaries. The meeting also set the stage for the effective implementation of new objectives outlined in the recently concluded 3rd Conference.
During the meeting, Chief Secretary Dulloo urged Administrative heads to scrutinize the progress of implementing focal points from the initial conferences, emphasizing the need for each Secretary to provide updates on the status of their respective areas. He called for the development of a robust strategy to meet all targets within the specified timeframe, with Action Taken Reports (ATRs) to be submitted promptly to his office.
Reflecting on the 3rd Conference held in New Delhi from December 27th to 29th of the previous year, Dulloo instructed officials to take preemptive measures to realize the outlined targets promptly. He described these objectives as ambitious and transformative, asserting their potential to revolutionize governance for the benefit of the general public. Dulloo advocated for regular reviews of these goals by each Administrative Secretary and committed to personally overseeing monthly assessments.
Chief Secretary Dulloo outlined key areas highlighted by the Prime Minister during the conference, including consumer-led testing for quality drinking water, micro-irrigation, millet promotion, natural farming, and the creation of a farmer database in the agriculture sector. In the health domain, emphasis was placed on the Fir India Movement, Har Ghar Yoga, and augmenting Health & Wellness Centre capacities. Additionally, the conference aimed to formulate export plans for each district, promote e-commerce, and implement the PM Vishwakarma Scheme in the industrial sector.
The Chief Secretary underscored the importance of clean energy development, encompassing solarization, energy storage, and the promotion of e-vehicles in the transport sector. Other focal points included strengthening Self Help Groups (SHGs) in rural livelihoods missions, establishing multipurpose PACS in the cooperative sector, enhancing disaster management capacities, and emphasizing the iconography of historical monuments.
The three-day conference also featured specialized sessions on Cyber Security, AI Perspectives, Stories from the Ground: Aspirational Block & District Programme, Role of States in Rationalizing Schemes & Autonomous Entities, and Enhancing Capital Expenditure. Discussions also delved into the challenges and opportunities of AI in governance, with a focus on best practices from central ministries and other states and union territories across the country.
