Budget Session 2025: Domicile certificates issued to over 80k non-state subjects in J&K: Govt

Srinagar, Apr 09: The government of Jammu and Kashmir on Wednesday said that 83,742 domicile certificates have been issued to non-state subjects over the last two years, according to a reply to a starred question raised in the Assembly.
Waheed Ur Rehman Para, MLA from Pulwama, had asked the question, which was not taken up for discussion after the Assembly was adjourned for the past three days amid uproar over the Waqf (Amendment) Act.
MLA Para received a written response from the Minister in charge of Revenue, who said that a total of 83,742 non-state subjects were issued domicile certificates in the past two years.
The government further informed the House that the total number of domicile certificates issued in Jammu and Kashmir during the same period is 35,12,184, out of which 83,742 were issued to non-state subjects.
Notably, the J&K Legislative Assembly has witnessed repeated disruptions, mainly by ruling party legislators demanding a discussion on the Waqf Amendment Act. They had moved an adjournment motion, which was disallowed by the Speaker, leading to protests by legislators for the last three consecutive days—when private members’ bills were scheduled to be taken up.
