SIA files chargesheet against 10 accused in Terror module case

Srinagar, Apr 16 : The State Investigation Agency (SIA), Kashmir, on Thursday filed a chargesheet against ten accused persons in a major terror conspiracy case linked to a covert module referred to as the “Doctors Terror Module,” officials said.

According to an official press release issued by the SIA, the chargesheet has been filed in connection with an FIR registered at Police Station Nowgam following an incident on October 19, 2025, in which provocative and threatening posters were pasted in the area in the name of the banned outfit Jaish-e-Mohammad (JeM).

“The posters were aimed at spreading fear among the public, disturbing public order, and directly challenging the sovereignty and territorial integrity of India,” the SIA said in the statement.

The agency said that investigations revealed the poster campaign was part of a larger conspiracy aimed at reviving the banned terror outfit Ansar Ghazwat-ul-Hind (AGuH). “The accused persons had formed a highly clandestine module, actively engaged in radicalisation, recruitment, and operational preparations for carrying out terrorist attacks across the country,” the statement said.

According to the SIA, the group deliberately used the name of JeM to create psychological impact while concealing its actual objective of re-establishing AGuH. The probe further found that the module included highly educated individuals, including medical professionals, who allegedly misused their knowledge and institutional access for unlawful activities.

 “The accused were actively disseminating extremist propaganda through digital platforms and had undertaken procurement of materials and experimental activities related to explosive fabrication,” the agency said, adding that such activities were carried out at residential locations and premises linked to a medical college.

The investigation also revealed that the group had identified Triacetone Triperoxide (TATP), a highly volatile explosive, as a preferred material due to the ease of sourcing its precursor components. The scale of accumulation of such materials indicated the seriousness of the conspiracy, the statement added.

SIA said it has dismantled the module and its support network through a “comprehensive, evidence-driven investigation,” relying on recoveries, digital forensics, scientific analysis and witness accounts to establish the role of each accused.

A total of ten persons have been chargesheeted in the case, including several individuals identified as medical professionals. One of the accused, Dr. Umar Un Nabi, was killed earlier in a Red Fort suicide attack, the agency said.

“The material collected establishes a strong prima facie case against the accused,” the SIA said, adding that the chargesheet has been filed before the competent court of law.

Reiterating its commitment to counter-terror efforts, the agency said the case highlights the evolving nature of terror conspiracies and the misuse of professional spaces and digital platforms.
