Rs 16 cr under NABARD released to strengthen rural health care

Srinagar, March 04: The J&K Health and Medical Education Department has allocated Rs 16 crore for schemes sanctioned by NABARD under the health sector to strengthen rural healthcare to ensure better access to healthcare services.
The amount has been released as loan component under NABARD as mobilization advance for the newly sanctioned NABARD projects and its placement at the disposal of Director, Health Services, Jammu/Kashmir for utilization during the current financial year 2023-24.
Officials of the health department said the funds shall be utilized for new schemes sanctioned/ approved under NABARD in RIDFXXIX and RIDF XXVIII.
As per the directive from the health department, it is explicitly stated that no diversion of funds shall be permitted to any other scheme. Additionally, it is specified that the schemes are exclusively funded under the UT Share and not supported by any other financial sources. These terms and conditions are to be strictly adhered to.
“The HODs/DDOS shall observe all codal formalities/procedures including Accord of Administrative Approval and Technical Sanction while incurring expenditure,” it said.
The Director, Health Services, Kashmir and Jammu shall ensure submission of utilization certificates of these funds before release of next instalment of funds under the NABARD loan.
“All the conditions as stipulated in BEAMS generated release order shall be adhered to in letter & spirit and the expenditure shall be debited as per the given classification,” it said.
The funds released in favor of the Directorate of Health Services Kashmir are designated specifically for the development and enhancement of the District Hospital at Reshipora, Budgam.
Likewise, the funds disbursed under NABARD’s RIDFXXIX to the Directorate of Health Services, Jammu, have been earmarked for various projects. These include the construction of NTPHC Chinkah in Reasi, NTPHC Kasheed, and PHC Sananghat, as well as the construction of SC Bhagoga, SC Danna, SC Nagail, and SC Chunera in Kathua district.
These projects also include the construction of NTPHC Dudu Seri, NTPHC Marothi, NTPHC Chirayi, and NTPHC Pangara. Furthermore, they involve the construction of additional accommodation at 24/7 PHC Majalta, along with the construction of the Health and Wellness Centre Sarar and Health and Wellness Centre Sira A in Udhampur district.
The new initiatives under the Directorate of Health Services, Jammu, additionally encompass the construction of the Health and Wellness Centre in Rayor, Raika, Labana, Shehzadpur, and Gudwal, all situated within Samba district.
