JKPICCA applauds Budget 2025-26 for prioritising horticulture

Pulwama, March 09: The Jammu and Kashmir Fruits and Vegetables Processing and Integrated Cold Chain Association (JKPICCA) has described the budget 2025-26 as progressive and forward-looking.
According to officials of JKPICCA the Budget prioritizes both pre-harvest and post-harvest sectors of horticulture.
“This comprehensive approach and strategic allocation of resources are set to strengthen the horticultural economy of the Union Territory, generate employment, and enhance farmers’ incomes, making it a landmark initiative for the sector,” officials said, adding that the budget’s focus on addressing challenges across the entire horticultural value chain is commendable.
“The focus on high-density plantation promotion and the establishment of six Controlled Atmosphere (CA) stores with a 30,000 MT capacity reflects the government’s commitment to strengthening post-harvest infrastructure,” the officials said, adding that the long-term goal of achieving 6 lakh MT of CA storage facilities over the next five years will significantly improve post-harvest management, reduce wastage, and enhance market accessibility for farmers.
The officials said that climate-smart farming practices have been recognized as a priority, acknowledging the impact of climate change on agriculture.
“This policy intervention will help farmers adapt to changing environmental conditions, ensuring the long-term sustainability of horticulture and safeguarding their livelihoods,” they said, adding that another significant step in this budget is the allocation of ₹50 crore for the Crop Insurance Scheme, which will provide financial security to farmers, protecting them from losses due to unpredictable weather and other risks.
The JKPICCA officials said that irrigation and canal expansion have received due attention, with initiatives aimed at bridging the irrigation gap to improve farm productivity and optimize land use.
They added that the budget also places a strong emphasis on youth engagement, entrepreneurship, and employment generation.
“With support for 350 start-ups, 2,700 youth clubs, and enterprise income diversification funds, these measures will encourage young entrepreneurs to participate in horticulture, fostering innovation, self-sufficiency, and new business opportunities,” they said.
The officials praised the establishment of an environmental protection fund which, according to them, demonstrates a commitment to sustainability while encouraging youth involvement in eco-friendly agricultural practices.

As a platform for policy advocacy, collaboration, and operational efficiency, JKPICCA works towards strengthening processing, storage, and allied agricultural activities, ensuring sustainable growth in the Union Territory’s agriculture sector.
