SRINAGAR, SEPT 10: Chief Secretary Atal Dulloo today chaired a high-level meeting to review the status of major health infrastructure projects across Jammu and Kashmir. He emphasized the need to expedite the pace of ongoing works and ensure that all projects are completed and made fully functional during the upcoming working season.
The meeting was attended by the Principal Secretary, Public Works Department; Secretary, Health and Medical Education; Director, SKIMS; Director General, Budget; Principals of Government Medical Colleges (GMCs) Srinagar, Jammu, Anantnag, Baramulla, Kathua, Doda, Rajouri, Udhampur, and Handwara; Managing Director, JK Medical Supplies Corporation Limited; Directors of Health Services, Jammu and Kashmir; Chief Engineers of R&B; and other senior officials.
The Chief Secretary conducted a comprehensive review of the seven newly established medical colleges and their associated hospitals, examining the physical progress of college buildings, administrative blocks, hostels, residential quarters, and hospital complexes. He also reviewed infrastructure upgradation projects at the existing GMCs in Srinagar and Jammu.
At GMC Srinagar, the key projects discussed included the additional block at Lal Ded (LD) Hospital, the theatre block at SMHS Hospital, the construction of nursing and boys’ hostels, and the extension of the ENT block. Dulloo laid special emphasis on the timely execution of the LD Hospital project, which recently commenced under the World Bank-funded Jhelum Tawi Flood Recovery Project (JTFRP). He reiterated the importance of meeting the committed completion deadline of August 2026.
The Chief Secretary also directed the early operationalization of the State Cancer Institutes in Jammu and Srinagar, stressing the need to install the required LINAC machines and other advanced diagnostic and treatment equipment at the earliest.
At SKIMS, Dulloo called for fast-tracking the preparation of the Detailed Project Report (DPR) for the extension of the Emergency Block. He also urged the executing agencies to speed up work on the Nuclear Medicine Block, which currently stands at around 30 percent completion.
In Jammu, he reviewed progress on multiple key health projects, including the full operationalization of the B&J Hospital under GMC Jammu. He also assessed the status of Chopra Nursing Home, the construction of a 243-bedded labour block at SMGS Hospital, and the upgradation works at Indira Gandhi Government Dental College (IGGDC).
Other major projects reviewed during the meeting included the IPD block and college building at SKIMS Medical College Bemina, the 125-bedded hospital at Reshipora in Budgam, the 50-bedded hospital at Sunderbani, the upgradation of Sub-District Hospital Nowshera to a 100-bedded facility, the 100-bedded MCH at Lamberi in Rajouri, the upgradation of SDH Billawar to a 100-bedded hospital, an additional 100-bedded IPD block at District Hospital Kishtwar, and the Homeopathic College and Hostel at Kathua, as well as the 243-bedded Mother and Child Care Hospital (MCCH) at Anantnag.
The Chief Secretary directed all concerned departments and executing agencies to work in close coordination, adhere strictly to timelines, and proactively address any bottlenecks. He said these vital healthcare projects must be completed in mission mode and dedicated to the public without further delay.
