Committee to examine regularisation of casual, need-based workers

Srinagar, Apr 09: The government has informed the House that it has constituted a high-level committee to examine the regularization of various categories of temporary and need-based workers in Jammu and Kashmir.

These include need-based workers, Casual Labourers, Daily Wagers, NYC volunteers, CIC Operators, ReKs, ReJs, Seasonal Teachers, Vocational Trainers, SPOs, Contingent Paid Workers, and Asha Workers.

The information was shared by the Finance Ministry in response to a Question raised by Sheikh Khursheed, MLA Langate.

The government stated that it has consistently followed a pro-labor policy within the legal framework and recognizes the welfare concerns of these workers. To address the issue, a committee was constituted under Government Order No. 384-JK(GAD) of 2025, dated 19.03.2025.

This committee is tasked with examining the legal, financial, and humanitarian aspects of the regularization process and is expected to submit its report within six months.

Responding to whether there is any proposal to enhance the salaries or remuneration of these workers until regularization, the government said that different departments engage Daily Rated Workers (DRWs) and volunteers as per their operational needs and central guidelines. Wages are paid based on the applicable rules and terms of engagement.

“For DRWs, CSLWs, and similar categories, wages are being provided as per the Minimum Wages notified by the government,” the reply read.
