Govt set for complete digitisation of procurement of medical supplies

Srinagar: The government will no longer accept offline receipts of medical supplies. In this regard, the administration has directed the Jammu and Kashmir Medical Supplies Corporation (JKMSC) to ensure online acknowledgement at all levels. 
The JKMSC is a nodal agency for the procurement of drugs, medicines, surgical and sutures and equipment for various government medical institutions. The procurement of drugs and medicine, surgical and sutures are done on the request of Project Directors and the Head of the Departments with a deposit of funds.
The initiative is part of the process wherein the government is prepared to implement and expand Drugs Vaccine Distribution Management System (DVDMS) portal upto the PHC level.
A senior official in the Directorate of Health Services said the purchase through an online portal will bring transparency and efficiency in both supplies and infrastructure quality which is the need of the hour.
Secretary, of Health and Medical Education, Bhupinder Kumar said all the Heads of Institutions at the Directorate and district levels have been asked to do away with the process of staggering demands and rather project the demand for drugs and disposables in their annual demand for the complete year. 
“The online procedure will help to save time regarding the purchase and procurement of the medical supplies,” he said.
Presently the JKMSC adopts different ways for procurement of supplies and equipment.  
The supplies of drugs above Rs. 10.00 lakhs under state government funds are procured through open tenders while for procurement under externally funded projects such as World Bank, the drugs up to Rs.10.00 lakhs are procured through a single cover system and for the value of drugs above Rs10 lakhs two cover system (Cover A – Technical bid and Cover B – Price bid is followed.
