Health Dept releases funds for setting up State Cancer Institute at GMC Jammu

Srinagar, Mar 15: The Health and Medical Education Department has allocated funds for the establishment of a State Cancer Institute (SCI) at Government Medical College Jammu for the fiscal year 2023-24. This initiative falls under the Centrally Sponsored Scheme (CSS) known as the “National Programme for Prevention of Cancer, Diabetes, Cardiovascular Disease, and Stroke (NPCDCS).”
According to an official order, an amount of Rs 1040.00 lakhs has been released as the Union Territory (UT) share under the Capex Budget 2023-24, designated for the “Govt. Medical College Jammu Sector.” These funds are intended for crediting into the Single Nodal Agency (SNA) Account of the scheme and subsequent utilization towards the establishment of the State Cancer Institute at GMC Jammu during the current financial year.
The expenditure is earmarked for admissible items as sanctioned by the competent authority, and all financial procedures outlined in the General Financial Rules of 2017 must be diligently adhered to at each stage of spending from the authorized funds.
The Drawing and Disbursing Officer (DDO) is tasked with ensuring compliance with all codal formalities before submitting bills to the Treasury.
The Principal of GMC Jammu is responsible for obtaining approval from the Ministry of Health and Family Welfare, Government of India, for any variations in civil costs, while also ensuring that the total project cost does not exceed Rs 104.00 crore.
A status report detailing the physical and financial progress of the scheme during the current fiscal year must be submitted by the Principal GMC Jammu.
Additionally, strict adherence to the guidelines and conditions outlined in the sanction letter issued by the relevant ministry of the Government of India is mandated for both the Principal GMC Jammu and the Managing Director of JKMSCL.
The health department has instructed the Principal GMC Jammu to promptly submit a consolidated Utilization Certificate (UC) of the funds, ensuring it reaches the Government of India no later than 31-03-2024, with a copy sent to the parent department for record.
Furthermore, the Director of Finance, Health & Medical Education Department, is required to verify the availability of funds on the BEAMS portal and facilitate the transfer of funds to the respective recipients accordingly.
