Jammu, Dec 31: From ground breaking legal reforms to decisive security measures, 2023 has been a year of monumental achievements under the leadership of Prime Minister Narendra Modi and Union Home Minister Amit Shah. These transformative initiatives have set the stage for a more secure, inclusive, and Atam Nirbhar (self-reliant) India, marking a significant shift towards a brighter future for the nation.
The MHA spearheaded a comprehensive review and reform of colonial-era laws, ushering in a new era for India’s legal framework. Under the leadership of Prime Minister Narendra Modi, for the first time, changes have been made in the three laws governing nearly 150 years old criminal justice system, concerning Indian Constitution and people of India. The passage of the Bharatiya Nagarik Suraksha Sanhita, Bharatiya Nyaya Sanhita, and Bharatiya Sakshya Adhiniyam signifies a commitment to a more reformed, transparent, and efficient legal system.
The Supreme Court’s ruling affirming the constitutional nature of the decision to abrogate Article 370 was welcomed by Amit Shah, who emphasised its positive impact on the rights of the poor and the end of separatism. By removing Article 370, PM Modi has given the rights of reservation to hill communities, scheduled castes, scheduled tribes, women and senior citizens.
The Parliament witnessed historic moments with the passage of the Jammu and Kashmir Reservation (Amendment) Bill and Jammu and Kashmir Reorganization (Amendment) Bill, reflecting the government’s dedication to justice and equity in the region.
Union Minister for Home Amit Shah played a pivotal role in prioritising security, development, and cultural restoration in Jammu and Kashmir. He reiterated the government’s zero-tolerance policy against terrorism and emphasised the eradication of support structures for terrorists. Following the policy of zero tolerance against terrorism under the leadership of Prime Minister Narendra Modi and guidance of Home Minister Amit Shah, MHA declared four organisations as ‘Terrorist Organisations’, seven individuals as ‘terrorist’ and three organisations as ‘Unlawful Association’ in 2023. This decisive action aims to dismantle terror networks and ensure public safety.
Law and order have improved across the North-East, Left Wing Extremism areas, and Jammu and Kashmir, creating a more conducive environment for development and prosperity. Cultural revival has been given importance, with the reconstruction of the Maa Sharda Temple in Kupwara and illumination of the Mata Sharda Devi Temple symbolizing a renewed focus on J&K’s rich heritage and promotion of Sharda-script.
• Sharda Peeth has been a historical centre of India’s cultural, religious and educational heritage, like Kartarpur Corridor, Government under the Prime Minister Narendra Modi will move forward to open Sharda Peeth for devotees.
Infrastructure development has been prioritized, with initiatives like the foundation stone for the Central Forensic Science Laboratory in Samba and the inauguration of the ‘Balidan Stambh’ in Srinagar underscoring the government’s commitment to advancing infrastructure and honoring the sacrifices of security personnel.
The economy has witnessed significant progress, with the New Central Sector Scheme for Industrial Development in J&K yielding substantial results. Investments of Rs. 2153.45 crore in 2022-23 and Rs. 2326.65 crore as of November 2023 have created jobs and opportunities for local residents. Handloom and Handicraft exports have doubled, and tourism has reached unprecedented levels, further boosting the economy.
Social welfare schemes have expanded, with AB-PMJAY-SEHAT providing free health insurance to all J&K residents and Jammu becoming the only city in India to host IIT, IIM, and AIIMS. Horizontal reservation for women in non-gazetted police ranks has been implemented, promoting gender equality. The 3rd Tourism Working Group meeting of G-20 held in Srinagar in May 2023 placed J&K on the global stage, marking a significant milestone in tourism progress. The leaders of many countries took the message of good tourism of Kashmir and the message of improved situation in Kashmir reached the whole World. Under the PoJK Schemes, financial assistance of Rs. 5.5 lakhs per family is provided to the 36384 displaced families of PoJK and Chhamb. Under the West Pakistani Refugees (WPRs) scheme, one-time financial assistance of Rs. 5.5 lakh per family is provided to the 5764 WPR families.
These achievements collectively underscore the comprehensive progress and positive transformations witnessed by Jammu and Kashmir in 2023, setting the stage for a promising future.
Additionally, youth participation in sports has increased, governance has become more transparent, self-employment opportunities have been generated, MoUs for Hydro Power projects have been signed, a Holistic Agriculture Development plan has been rolled out, a film theatre has opened after three decades, E-Bus Sewa has commenced operations, and financial assistance has been provided to displaced families.
This year’s Amarnath Yatra, with a record 4.45 lakh yatris, showcased the government’s successful efforts in ensuring safety and stability post the abrogation of Article 370.
As India bids farewell to 2023, the strides made in home affairs under PM Narendra Modi and Union Minister for Home Amit Shah set the stage for a safer, more inclusive, and prosperous nation.
