Srinagar, Feb 13: Lieutenant Governor Manoj Sinha on Thursday directed top security officials to ramp up anti-terror operations across Jammu, with a clear goal to completely eliminate terrorism from the Jammu and Kashmir.
Chairing the second high-level security meeting at PCR Jammu, LG Sinha urged the security forces to intensify counter-terror operations and strengthen intelligence networks, targeting any remaining terror elements.
“We must ensure there is not even a remnant of terrorism in the Jammu region. Take decisive action to dismantle terrorism and eradicate its infrastructure and local support,” LG Sinha said.
Reaffirming the government’s zero-tolerance policy toward terrorism, the Lieutenant Governor emphasised the need for a coordinated effort between law enforcement and intelligence agencies to ensure lasting peace and stability in the Union Territory.
He also directed J&K Police officials to take the strongest possible actions against those providing logistical and financial support to terrorism. “Any actions by individuals or groups attempting to instill fear in society must be classified as terrorist activities and dealt with strictly under the law,” he said.
Meanwhile, LG Sinha discussed the roadmap for technology-driven policing, an area domination plan, inter-agency coordination, action against narco-terrorism, capacity building for the police force, and strategies for enhancing cyber patrolling and monitoring capabilities.
Stressing the importance of credible intelligence, he highlighted the need for real-time intelligence sharing and anti-terror operations based on precise inputs. “Every terrorist and their supporter must face consequences. We need to act decisively and effectively to neutralise threats and ensure the safety of our citizens,” he said.
LG Sinha also directed for stronger border security measures. “We must enhance our security against asymmetric threats due to porous borders, including riverines and difficult mountain ranges. All security agencies need to collaborate to provide the necessary backup support,” he added.
Furthermore, he called for strengthening the legal framework to tackle terror propagandists and the local police establishment for modern and efficient policing.
A senior security official revealed to Rising Kashmir that security forces have been given clear directives to escalate counter-terror operations throughout Jammu. “There is no room for leniency. Our task is to identify and dismantle any remaining sleeper cells, intensify crackdowns on overground workers, and sever the financial and logistical networks sustaining terrorism,” the official said.
The official also noted that LG Sinha had directed security forces to adopt a proactive approach. “We are deploying enhanced surveillance, deep intelligence, and coordinated actions to eliminate terrorism at its root,” he added.
“We’ve been instructed to go after every link in the chain—whether it’s local support networks or external handlers. The objective is to choke the ecosystem that enables terrorism,” the official concluded.
The meeting was attended by DGP J&K, Nalin Prabhat; ADGP Armed, Anand Jain; ADGP Hqrs, MK Sinha; ADGP CID, Nitish Kumar; Principal Secretary, Dr Mandeep K. Bhandari; IGP Jammu, Bhim Sen Tuti; IGP Crime, Dr Sunil Gupta; IGP Security, Sujit Kumar; IGP Railways, Vivek Gupta; IG Traffic, M. Suleman Choudhary; Range DIGs, SSPs, and other senior officers of various wings of J&K Police.
Earlier at the outset, DGP J&K and IGP Jammu briefed the chair on the future action plan and the proposed measures to tackle the security challenges to ensure a safe and secure environment for the common citizen.
IGP Railways gave a detailed presentation on the security architecture of railways, and the roadmap put in place to strengthen the security of stations and the tracks.
On Wednesday, LG Sinha chaired a high-level meeting in Srinagar to review the security scenario in Kashmir and urged security officials to adopt a 360-degree approach against terrorism in the Valley.
The move comes days after Union Home Minister Amit Shah chaired High Level meetings in New Delhi to review the security scenario in Jammu and Kashmir.

Felicitating the Scouts, Guides, Rovers, and Rangers of Jammu and Kashmir Bharat Scouts and Guides during the prestigious Rajya Puraskar ceremony, the Lieutenant Governor presented the esteemed Rajya Puraskar certificates, recognising their commitment to selfless service, discipline, and community-building, while urging them to continue their vital role in shaping a progressive society and a prosperous nation.
In his address, Lieutenant Governor Sinha lauded the exceptional contribution of everyone associated with the Bharat Scouts and Guides movement towards community service and nation-building. He emphasised that these certificates serve as a recognition of their outstanding commitment to these causes.
“The J&K Bharat Scouts and Guides are on a mission to promote the motto of ‘service to others before self.’ Their efforts are commendable in fostering national integration and selflessly working towards the betterment of society,” the Lieutenant Governor remarked. “Youth is the only power we have today to build a progressive society and a prosperous nation. Through youth, we can ignite the flame of transformation,” the Lieutenant Governor stated, emphasizing the importance of tackling socio-economic challenges through innovative solutions.
Sinha also urged the J&K Bharat Scouts and Guides to create awareness about various socio-economic issues and to work toward the preservation and protection of natural resources and the environment.
“I urge J&K Bharat Scouts and Guides to establish a network of youth leaders across various sectors, connect them with cultural heritage, and build a dedicated team of Scouts and Guides to combat drug abuse,” he added.
As the Chief Patron of Jammu & Kashmir Bharat Scouts and Guides, the Lieutenant Governor reiterated his commitment to ensuring the smooth operations of the organization. He assured that, in addition to the Annual Grant-in-Aid, any further support and financial assistance required would be provided.
Sinha also assured full government support for the upcoming National Integration Camp, ensuring its successful execution.
