SCERT Kashmir concludes 5-day leadership prog for heads of institutions

Srinagar, Oct 03: The State Council of Educational Research and Training (SCERT), Kashmir Division, concluded a five-day capacity building programme on administrative and management skills for Heads of Institutions (HoIs) at its Bemina campus. The programme was held under the guidance of Syed Shabir Ahmad (JKAS), Joint Director SCERT Kashmir, and focused on strengthening institutional leadership and governance. The event was inaugurated by Ashaq Samoon, Programme Coordinator, Department of EPM & M, who welcomed participants and spoke about the vision of transforming institutional heads into dynamic instructional leaders. He said proficiency in digital systems such as PFMS, HRMS, JKPAYSYS and DBT was now vital for transparent functioning in schools. The keynote address was delivered by Riyaz Ahmad Dar, Senior Academic Officer, who said institutional heads must bridge the gap between administration and instruction and ensure accountability at every level. Over five days, participants attended interactive sessions by experts on a range of topics, including pension processing, financial management, e-office operations, digital governance, annual school planning, procurement, office management and stakeholder engagement. Live demonstrations and case-based discussions were also held. The valedictory session was chaired by Shakeel Ahmad, Academic Unit Head, SCERT Kashmir, who appreciated the active participation of school heads and urged them to carry forward their learning with responsibility. Participants described the programme as practical and relevant, saying it had equipped them to deal with real-time challenges in governance and planning.
