Jammu, Jan 17: In a significant step towards the effective implementation of recently passed criminal laws, the Director General of Police (DGP) for Jammu and Kashmir, R.R. Swain, presided over a high-level meeting at the Police Headquarters in Jammu. The laws in question, namely Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS), and Bharatiya Sakshya (BS), mark a shift from the traditional ‘penal code’ to a more comprehensive ‘justice code’.
The meeting, attended by key officials, aimed to discuss the roadmap for enforcing these laws and addressed the changes and capacity building required for their efficient implementation. Joint Director CBI New Delhi, Shri Viplav Kumar Choudhary, delivered a detailed PowerPoint presentation on the subject.
DGP Swain, addressing the gathering, stressed the need to identify resources and tools essential for the laws’ effective implementation. He emphasized a holistic approach, including strategies for capacity building, training, and the use of modern technology to empower investigation officers in enforcing the new laws.
Expressing gratitude to Joint Director CBI Viplav Kumar for his efforts in clarifying the changes and objectives of the laws, DGP Swain commended the enthusiasm shown by J&K Police officers in understanding and implementing the new legal framework.
Key attendees, including ADsGP M.K Sinha, Nitish Kumar, IGP Headquarters B.S Tuti, and others, participated in the meeting at PHQ Jammu, while others joined through video conferencing.
The meeting featured a comprehensive presentation by Joint Director CBI Viplav Kumar Choudhary, covering the purpose, objectives, and crucial features of the laws. There was a thought-provoking discussion, with officers providing suggestions and evaluating the effectiveness of the new laws in comparison to the old ones.
The laws, passed by the parliament, were noted to include provisions ensuring justice not only for the accused but also for victims and society at large. Modernizing the investigation process through technology, the legislation addresses issues related to terrorism, organized crime, mob lynching, and introduces new offenses such as crimes of snatching, ATM theft, Ponzi schemes, and leaked question papers. The laws also incorporate stricter punishments for certain offenses, showcasing a commitment to enhancing the overall legal framework.
