Jammu, Mar 18: In accordance with the Supreme Court Order dated 13-04-2004 and guidelines set forth by the Election Commission of India, it is mandated that all political advertisements, whether by registered political parties, organisations, associations, contesting candidates, or individuals, must undergo pre-certification by the Media Certification and Monitoring Committee (MCMC) before telecast/broadcast on TV and cable networks/channels.
A notification issued today by the office of the Chief Electoral Officer, Jammu and Kashmir, emphasizes the extension of pre-certification requirements to various mediums including cinema halls, radio (including private FM channels), audio-visual displays in public places, e-newspapers, bulk SMS/voice messages, social media platforms, and internet websites. This pre-certification process also extends to print media, one day prior to poll day (Pre-Poll) and on the poll day itself.
All concerned stakeholders are hereby notified through this medium to ensure that only political advertisements pre-certified by the MCMC at the district or UT Level Committee are telecast/broadcast or posted on social media platforms, internet websites, and used in bulk and voice SMSs. Furthermore, it is reiterated that on one day before poll day and on the poll day itself, only pre-certified print advertisements by MCMC shall be published in newspapers, print media, magazines, display hoardings, banners, pamphlets, etc.
Any violation of these regulations by concerned parties will be taken seriously, and appropriate action will be initiated against the violators.
