Strike affected work in medical colleges and patient care services
Srinagar, May 11: Non-gazetted employees of five new Government Medical Colleges (GMCs) in Jammu and Kashmir on Monday began an indefinite strike, accusing the government of failing to frame service recruitment rules, delaying promotions and keeping their salaries stagnant for the past seven years.
The protesting employees from GMC Anantnag, Baramulla, Rajouri, Doda and Kathua said the long-pending demand for formulation of recruitment rules has left them demoralised and deprived of career progression.
The employees said they have launched the strike from Monday and would continue the agitation until the government finalises the rules. The strike has affected work in the medical colleges and patient care services in their associated hospitals.
“We have been demanding recruitment rules for the past seven years, but nothing has been done. We have not received promotions and continue to work on the same salary,” said a group of protesting employees at GMC Baramulla.
The employees raised slogans demanding justice and immediate framing of recruitment rules, saying they were forced to resort to agitation after repeated appeals to the government failed to yield results.
They said that in August last year, the Health and Medical Education Department had placed the draft recruitment rules for the new GMCs in the public domain, but no further progress was made.
According to the employees, more than 3,000 posts for the five new GMCs were created through a Cabinet decision and later sanctioned vide Order No. 575-HME of 2017 dated October 23, 2017.
“In this regard, an executive order for one-time recruitment was issued by the J&K Health and Medical Education Department for indenting these posts to the JKSSB vide Order No. 133-JKHME-2018 dated February 19, 2018,” they said.
The employees, who were appointed through the Jammu and Kashmir Services Selection Board (JKSSB) after establishment of the new GMCs, expressed concern over the issue.
They alleged that several employees have resigned due to lack of promotions and stagnant salaries, worsening the already existing staff shortage in the colleges.
The employees said that several committees had earlier been constituted by the health department for fixation of pay scales and finalisation of recruitment rules, but no concrete action has been taken so far.
They added that repeated representations submitted to the Health Department through official channels have also failed to bring any response.
They urged the government to adopt recruitment rules on the pattern of GMC Srinagar and GMC Jammu to ensure fairness and provide career growth opportunities to employees of the new colleges.
The employees further alleged that gazetted staff in the GMCs have received promotions and salary benefits, while non-gazetted employees continue to face neglect.
“We fail to understand why we are being given step-motherly treatment. This is injustice and discrimination against us,” they said.
The protesting employees appealed to the Chief Minister, Health Minister and Secretary Health to intervene and resolve the issue at the earliest.
