Uproar over Ganderbal ‘encounter’; Speaker says probe ordered

Srinagar, Apr 04: The final day of the Budget Session in the J&K Assembly saw protests on Saturday as legislators across party lines demanded answers over the killing of a local youth in the forests of Ganderbal district.

The slain, Rashid Ahmad Mughal, was killed in an encounter on March 31. His family, however, has contested the claim, insisting he had no links to terrorism. As proceedings began, members from the National Conference, Congress and Peoples Democratic Party pressed for accountability, transparency and justice. The demand for a judicial probe was repeatedly raised in the House.

Senior NC leader Mubarak Gul urged the Assembly to send a strong message against what he described as the killing of an “innocent,” stressing the need to fix responsibility. MLA Hasnain Masoodi underscored the importance of a dignified burial, saying denial of such a right undermines justice and democratic values.

Congress legislator Nizamuddin Bhat said a routine administrative inquiry would not suffice and called for a judicial probe. Several members supported the demand, seeking a transparent and result-oriented investigation.

Amid the uproar, BJP MLA R S Pathania questioned the propriety of discussing a law and order issue in the Assembly, but his objection drew little response.

Intervening, Speaker Abdul Rahim Rather informed the House that Lieutenant Governor Manoj Sinha had ordered a time-bound magisterial probe, with a report to be submitted within seven days.

Later, speaking to reporters, PDP MLA Waheed-ur-Rehman Para said the probe is a welcome step but stressed the need for a transparent inquiry. “Those involved should be acted upon and no one should be allowed to kill innocent people. The government should take steps to prevent such acts,” he said.

Congress MLA Irfan Hafeez Lone said the inquiry must be result-oriented and the family’s version should be considered. “The focus should be to bring truth to the fore,” he said.
