Srinagar, Mar 30: The Jammu and Kashmir government has said that there is no policy in place to regularize non-teaching staff working under the Samagra Shiksha scheme. The statement was made in response to a question raised by MLA Satish Kumar Sharma in the Assembly. He sought to know why non-teaching staff have not been regularized despite serving for over two decades, while teaching staff under the same scheme were regularized after five years. In its reply, the School Education Department said that
teaching staff engaged under the erstwhile Sarva Shiksha Abhiyan for Education Guarantee Scheme centres and RETs in schools were regularized after completing five years of service. This was done as per the policy followed by the respective Directorates of School Education in Jammu and Kashmir. However, the government made it clear that non-teaching staff engaged under the same scheme, now part of Samagra Shiksha, were hired on a contractual basis. It stated that there is no existing policy for their regularization. The question
also asked whether the government plans to regularize these non-teaching employees on the same pattern as teaching staff and, if so, by when. The reply did not indicate any timeline or proposal for such a move. The government reiterated that the contractual nature of their engagement remains unchanged, and no policy has been framed for their regularization. The response has raised concerns among non-teaching staff who have been working for years without job security despite long service under the education system.
