NLU notification pending; MANUU Budgam work progresses amid approval delays

Srinagar, Apr 04: The government has said that the proposed National Law University in J&K has not yet been formally set up, though the legal framework is in place.

Replying to a starred question by MLA Aqa Syed Muntazir Mehdi, the Department of Law, Justice and Parliamentary Affairs said the J&K National Law University Act, 2018 has been enacted and received the Governor’s assent on September 28, 2018.

However, the government said the university will be established only after issuance of a formal notification under Section 3 of the Act. The headquarters of the university is yet to be notified. “Once notification is issued, further necessary steps shall be taken,” the reply stated.

On the proposed campus of Maulana Azad National Urdu University in Budgam, the government said construction work is progressing. The College of Teacher Education building at the Satellite Campus, Budgam, is being developed with financial support under a Higher Education Funding Agency loan.

Officials said the university has received a preliminary estimate from CPWD. The Detailed Project Report is under preparation and document checks are in progress. The DPR will be submitted to HEFA and the Ministry of Education for approval and loan sanction.

The government also said a high-level committee headed by Additional Chief Secretary Higher Education Shantmanu examined issues related to the establishment of the law university. The panel studied models from other states, focusing on land, infrastructure, faculty, hostels, admissions and fee structure.

The committee has submitted its report, which is under examination. Further action will follow after the required notification, the government said.

Meanwhile, MANUU has sought approval from the Ministry of Education to utilise the unspent HEFA loan amount for the Budgam project. The response from the ministry is awaited.

The reply indicates that while planning has progressed, both institutions are awaiting key approvals before full establishment.
