J&K moving towards structured overseas employment framework: Govt

Srinagar, Apr 05: The Jammu and Kashmir administration is working towards developing a structured overseas employment framework, which is currently at the policy formulation and pilot stage, the government informed the House.

The information was provided by the Minister in charge of the Labour and Employment Department in reply to queries raised by MLA Zadibal Tanvir Sadiq.

Replying to a question on whether a dedicated institutional mechanism such as a “J&K International Workforce Mobility Authority” is being established, the minister said no such authority currently exists. However, he said the Union Territory is working on a structured overseas employment framework inspired by successful models in other states, adding that full institutionalisation would depend on administrative consolidation and alignment with national migration policies.

The government informed that it has studied overseas employment models of states such as Kerala and Telangana, considered best practices for facilitating safe and skill-linked migration. These include initiatives like Overseas Development and Employment Promotion Consultants (ODEPC) and NORKA Roots in Kerala, and the Telangana Overseas Manpower Company Limited (TOMCOM), which provide migration support and global employment linkages.

“While no fully established institutional framework currently exists in J&K on similar lines, steps have been initiated towards developing a structured overseas employment ecosystem,” the minister said. He added that proposals are under consideration for setting up an overseas employment corporation, aligning skill development with global demand, and establishing facilitation centres.

The absence of a dedicated authority, the government said, is due to administrative transition, evolving policy priorities, capacity constraints, and reliance on emerging national migration frameworks.

On the issue of Government-to-Government labour agreements with destination countries, the minister said no exclusive agreements have been proposed or finalised for J&K, as such matters fall under the jurisdiction of the Union Government. He added that the Union Territory is expected to leverage national-level frameworks for international labour mobility.

The government, however, said global labour shortages present an opportunity and that J&K has the potential to develop a robust institutional mechanism for international workforce mobility in the future.
