'Committee found existing site unviable, recommended relocation under NMC norms'
Srinagar, Apr 01: The Jammu and Kashmir government has indicated a likely relocation of Government Medical College Handwara after the originally selected site was found unsuitable due to flood risks. Replying to a question tabled by MLA Langate Sheikh Khursheed, the government said the initial site at Chogal, Handwara was submerged during floods, making it unfit for construction. It said a proposal to shift the project is now under consideration and is expected to be placed before the Council of Ministers for in-principal approval. The government, in a written reply, further said an alternate site at Nutnussa village was
also proposed. Authorities are examining its feasibility and stability. A committee led by the Divisional Commissioner Kashmir inspected multiple locations. It reviewed the original site and three new options, Chogal Maidan, Kulangam, and Maidan Chogal, the government stated. The committee found the existing site unviable for a major institution. It recommended relocation as the only workable option under NMC norms. Among the alternatives, Kulangam was identified as the most suitable. The committee said the site meets regulatory standards and offers better security, road connectivity, and protection from floods and landslides. The Agriculture Production Department was asked to provide a No
Objection Certificate for land transfer. A formal request was sent in February 2025, but the process did not move forward. On project delays, the government said the relocation proposal is still pending approval. Several clearances from departments like R&B, PHE, Irrigation, Forest, and Pollution Control have been secured. However, geological and mining clearance is still awaited. Officials have stressed the need for a detailed geotechnical study before any construction begins. The Chief Engineer, R&B Kashmir, has been tasked to initiate the study through a competent agency. The project remains stalled until final approvals and technical assessments are completed.
