Budget Session 2026: Legislators raise civic, infrastructure issues during Zero Hour

Jammu, Apr 04: Several public issues were raised by members during Zero Hour in the Jammu and Kashmir Legislative Assembly on Saturday, seeking timely intervention from the government.

MLA Ghulam Ahmad Mir raised the issue of inadequate fuel supply for agricultural and horticultural machinery in South Kashmir due to restrictions on loose sale by petrol pumps.

MLA Rajiv Jasrotia demanded bifurcation of ration cards to enable deserving citizens to avail benefits of various welfare schemes.

MLA Khurshid Ahmad demanded that Gool Gulabgarh be granted the status of a Pahari district.

MLA Balwant Singh Mankotia sought that copies of House proceedings be provided to legislators as per past practice.

MLA Mohammad Yousuf Tarigami highlighted LPG shortages and urged facilitation for people yet to complete e-KYC to access benefits.

MLA Ghulam Mohi-ud-din Mir raised the issue of equitable distribution of irrigation water between Pulwama and Budgam, warning it could lead to tensions.

MLA Ali Mohammad Dar demanded shifting of Sub-division Kanipora from Rambagh to its original location for public convenience.

MLA Justice (Retd) Hasnain Masoodi sought installation of an ATM at the Wahab Khar Sahib shrine for devotees.

MLA Qaysar Jamshaid Lone demanded desilting of canals to improve irrigation facilities.

MLA Nazir Ahmad Khan (Gurez) raised the issue of pending rent for land used by defence forces and sought immediate payments.

MLA Mubarik Gul also stressed the need for desilting of canals and nallahs in his constituency.

MLA Muzaffar Iqbal Khan raised concerns over high prices of building materials and alleged black marketing due to closure of crusher plants.

MLA Javaid Riyaz Bedar demanded repair of irrigation lifting pumps and adequate power supply to ensure uninterrupted agricultural activity.

MLA Shakti Raj Parihar highlighted Doda as an accident-prone district and sought priority deployment of medical staff, paramedical facilities and ambulances.

MLA Kuldeep Raj Dubey raised the issue of J&K Services Selection Board aspirants and sought implementation of court directions regarding their appointments. He also demanded compensation for families affected by road widening.

MLA Aga Syed Muntazir Mehdi urged advance planning for Muharram arrangements.

MLA Sajad Gani Lone sought clarity on commercial leases granted by the government.

MLA Javid Iqbal Choudhary raised concern over engagement of teaching staff in Census duties, saying it affects students’ studies.

MLA Zafar Ali Khatana demanded exemption from permission requirements for tribal groups migrating seasonally with livestock.

MLA Peerzada Feroze Ahmad demanded opening of a Jammu and Kashmir Bank branch at Bonigam to facilitate residents and traders.
