'District panels formed to monitor student mental health, complaints'
Srinagar, Apr 04: The Jammu and Kashmir government on Saturday informed the Legislative Assembly that no proposal is under consideration to introduce the Jammu and Kashmir Education Administration Service.
It also said Assured Career Progression benefits for PSC lecturers remain under examination, with a final decision pending.
Replying to a question tabled by MLA Dr Devinder Kumar Manyal, the School Education Department, in a written reply, said key administrative posts such as Director and Joint Directors are currently filled through deputation from the JKAS cadre as per existing recruitment rules.
On ACP benefits, the government said the issue of granting Assured Career Progression or Time Bound Promotion benefits to 10+2 lecturers is under examination. A comprehensive proposal has been submitted to the Finance Department and later forwarded to the General Administration Department after review.
The minister said the matter was discussed in the Establishment-cum-Selection Committee meeting. A sub-committee was constituted under Government Order No. 1339-JK GAD of 2024 dated July 9, 2024 to examine ACP and TBP schemes across departments, excluding JKAS and J&K Police.
The government said the sub-committee will submit a report for further consideration. The proposal has been placed before the panel and is being resubmitted after addressing queries raised during scrutiny.
On student mental health, the government said new rules have been notified under S.O. 19 dated Jan 27, 2026. These include the Jammu and Kashmir Regulation and Registration of Private Coaching and Study Centres Rules, 2026, which provide for mental health and well-being measures.
A district-level monitoring mechanism has been set up through Government Order No. 117-JK Edu of 2026 dated Jan 28, 2026. The panel will oversee implementation, conduct inspections and handle complaints related to student mental health and suicide prevention.
All heads of institutions in government, aided and private schools, including coaching centres, have been designated as nodal officers under Government Order No. 49-JK Edu of 2026.
The department said it has adopted all 15 guidelines issued by the Supreme Court in the Sukhdev Saha case and framed the Jammu and Kashmir School Mental Health and Well-Being Framework 2026 to 27 for implementation at the grassroots level.
The reply was issued by the Minister in charge of School Education through the Deputy Secretary to the Government.
