SRINAGAR, Apr 04: The J&K government has informed the Legislative Assembly that 6,58,700 Scheduled Tribe (ST-1/ST-2) certificates were issued across the Union Territory in the last two years, with Jammu Division accounting for 5,72,289 and Kashmir Division for 86,411. A total of 1,01,496 applications were rejected and 9,346 remain pending. The reply came to a starred question by MLA Waheed-ur-Rehman Para seeking details on category-wise certificates, rejections, pendency and complaints regarding fraudulent cases. The Revenue Department said certificates for EWS, SC, ST, OBC, RBA and ALC/IB are issued under the J&K Reservation Act 2004, Rules 2005 and relevant SOs, with Tehsildars as the issuing authority. In Jammu Division, Rajouri recorded the highest ST certificates at 3,50,430 followed by Poonch at 1,79,083. Jammu district led in EWS and SC categories. In Kashmir Division, Kupwara recorded the highest ST certificates at 40,935 followed by Baramulla at 28,784. Across the UT, totals stand at 32,165 EWS, 1,05,908 SC, 6,58,700 ST, 97,179 OBC, 66,155 RBA and 5,025 ALC/IB certificates. On applications, 79,768 were rejected and 7,859 are pending in Jammu Division, while Kashmir Division recorded 21,728 rejections and 1,487 pending cases. Reasons for rejection include non-fulfillment of eligibility, concealment of facts, verification failure and incomplete documents, while pendency is attributed to verification delays, discrepancies and technical issues. The department said nine complaints regarding fraudulent certificates were received. In Jammu, 56 EWS certificates are under scrutiny. In Ramban, one certificate was cancelled after enquiry and the matter is now sub-judice before the Supreme Court. In Budgam, eight complaints were disposed of as per legal provisions.
