Jammu, Apr 02: The government on Thursday informed the Legislative Assembly that Cooperative Societies in Dooru constituency are functioning effectively with a strong membership base and steady business turnover, even as infrastructure constraints continue to pose challenges.
Replying to an Un-Starred Question tabled by MLA Ghulam Ahmad Mir, the government provided a detailed overview of the status, performance, and future roadmap of cooperative societies in the constituency.
The government said the cooperative network in Dooru has gradually expanded over the years, covering key sectors such as agriculture, marketing, poultry and rural services.
The reply stated that these societies are playing a significant role in supporting farmers and small entrepreneurs by facilitating access to essential services and institutional support at the grassroots level.
It further noted that the functioning of cooperatives has improved with increased participation of local members and better administrative coordination.
The societies, according to the reply, have been contributing towards strengthening the rural economy by creating opportunities for livelihood generation and community-based economic activities.
Highlighting developmental interventions, the government said several initiatives have been rolled out to modernize the cooperative sector. These include digitization of Primary Agricultural Credit Societies (PACS), introduction of online audit systems, and capacity-building programmes aimed at improving governance and operational efficiency.
“The focus has been on making cooperatives more transparent, accountable and service-oriented,” the reply said, adding that efforts are being made to integrate these institutions with various Central and UT-level schemes to enhance their outreach and impact.
The government also underlined that cooperative societies have been instrumental in delivering citizen-centric services in rural areas, particularly through newly established Common Service Centres (CSCs). These centres are helping bridge the gap between government services and the local population.
However, the government acknowledged that the sector continues to face certain challenges, especially in terms of infrastructure.
Lack of adequate storage facilities, workspace, and marketing infrastructure has been identified as a major constraint affecting the expansion of cooperative activities in the constituency.
To address these concerns, the department has proposed infrastructure development under dedicated funding schemes, which is expected to strengthen operational capacity and improve business prospects of cooperative societies.
Looking ahead, the government said that plans are underway to further expand the cooperative base by registering new societies in uncovered areas and diversifying activities into sectors like dairy, eco-tourism, and renewable energy.
Emphasis is also being laid on modernizing existing units and improving their linkage with financial institutions.
The reply added that regular monitoring mechanisms have been put in place at the district level to ensure transparency, efficiency, and timely delivery of benefits.
Committees comprising senior officials and representatives from allied sectors are conducting periodic reviews to track progress and address bottlenecks.
“These steps are aimed at building a robust and sustainable cooperative ecosystem that can significantly contribute to rural development and economic growth in the Dooru constituency,” the government said.
