LG hands over appointment letters to kins of 2020 Shopian victims

Jammu, Sept 05: Lieutenant Governor Manoj Sinha handed over appointment letters to the next of kin (NoKs) of three civilians who tragically lost their lives in Shopian in July 2020. Additionally, an appointment letter under SRO-43 was presented to the widow of a civilian killed in an IED blast in Udhampur in 2022.
The compassionate appointment letters were handed over to Shareen Akhter, wife of Mohd Abrar, a resident of Tarkassi, Kotranka, Rajouri; Mohd Arif, brother of Mohd. Imtiyaz, resident of Dhar Sakri Kotranka, Rajouri; and Farayaz Ahmed, brother of Mohd Abrar of Kotranka Rajouri.
Neeta Devi, widow of Chager Kumar of Dhandal, Ramnagar Udhampur, who lost her husband in an IED blast in Udhampur in 2022, also received an appointment letter under SRO-43.
During the meeting, the Lieutenant Governor interacted with the family members of the deceased civilians and assured them of all possible assistance from the administration in the future.
Mukesh Singh, ADGP Jammu, and Ramesh Kumar, Divisional Commissioner Jammu, were also present at the event.
The LG administration has granted compassionate appointments to the families of innocent civilians who tragically lost their lives in two separate incidents. The first case involves three civilians killed in Shopian, while the second pertains to the widow of a victim of an IED blast in Udhampur.
It is pertinent to mention that on July 18, 2020, a tragic incident unfolded in Shopian district during what was initially believed to be an encounter in which three innocent civilians, namely Abrar Ahmad, Abrar Ahmad Khan, and Imtiyaz Ahmad, lost their lives. However, subsequent investigations by the Criminal Investigation Department (CID), dated August 11, 2023, revealed that their deaths were a result of a tragic case of mistaken identity. 
Recognizing the innocence of the deceased, the District Level Coordination-cum-Screening Committee meeting recommended relaxation in qualification and age requirements for the dependents of the deceased.
In another separate incident in Udhampur, Neeta Devi, widow of Lt. Chager Kumar alias Jugal, found solace in the form of a compassionate appointment. Her husband was killed in an improvised explosive device (IED) blast at Slathia Chowk Udhampur on March 9, 2022. Left behind were a grieving widow and a three-year-old son.
The CID verification report confirmed the circumstances of Lt Chager Kumar alias Jugal’s death, establishing that he fell victim to a terrorism-related action.
Neeta Devi met the prescribed age criteria, her educational qualifications only extended to the 5th standard. Thus, her case for compassionate appointment was considered and approved by the Lieutenant Governor.
Neeta Devi has been appointed as an Assistant Stockwoman (Multi-Tasking Staff) in the Agriculture Production Department (Sheep Husbandry Department) under the District Cadre Udhampur. This compassionate appointment was granted in relaxation of the usual qualification requirements under Rule 7 of SRO 43 of 1994.’
