Srinagar, May 27: Lieutenant Governor of Jammu and Kashmir has amended the Jammu and Kashmir Reservation Rules, 2005, utilising the powers conferred by Section 24 of the Jammu and Kashmir Reservation Act, 2004.
According to an official order, the amendments include a revised reservation roster in Rule 5, Sub-rule (1). The new table specifies the sequence of reservation categories for various positions, including Open Merit, Scheduled Caste, Scheduled Tribe 1 and 2, Backward Area, Other Backward Classes, Economically Weaker Section, and Line of Actual Control/International Border.
The updated rules provide detailed classifications of tribes under the Scheduled Tribe 1 and Scheduled Tribe 2 categories. Scheduled Tribe 1 includes tribes such as Bakarwal, Balti, and Gujjar, as previously defined by constitutional orders. Scheduled Tribe 2 comprises newly recognized tribes like Gadda Brahmin, Koli, and the Pahari Ethnic Group, following the Constitution (Jammu and Kashmir) Scheduled Tribes Order (Amendment) Act, 2024.
Additionally, Rule 15 has been amended to ensure a fair distribution of reserved seats for undergraduate and postgraduate courses in professional colleges and institutions. If there are insufficient reserved seats in a selection process, they will be rotated to ensure that all reserved categories receive their due share over time, following the roster prescribed under Rule 5(1).
