‘JKSPDC promotions under review, more cadres to be considered soon’

Srinagar, Mar 22: The Jammu and Kashmir government on Saturday said it has been granting departmental promotions to its employees since 2010, following established eligibility criteria.
Responding to a question tabled by MLA Muzaffar Iqbal Khan, the government said promotions have not been limited to engineers and AGM (Finance) alone, as several other categories, including Chief Geologist, Company Secretary, Geological Assistants, Technicians, Finance Assistants, and Computer Operators, have also been promoted.
Addressing concerns about alleged neglect of certain employee categories in the promotion process, the govt said that no cadre has been ignored.
The agenda for the promotion of Finance Assistants to the level of Assistant Accounts Officer (AAO) was considered in a Departmental Promotion Committee (DPC) meeting in August 2024. However, due to discrepancies between the Finance Department rules and the eligibility criteria of the candidates, the matter was referred to the Board of Directors (BoDs) for approval. The corporation is now awaiting a decision that would facilitate the promotions.
Regarding Computer Operators, the government said there is no higher post available in the consecutive pay level of L-5, as per the sanctioned strength outlined in Government Order No. 56-JK(PDD) of 2023.
The JKSPDC, being a corporate entity under Companies Law, has different operational requirements compared to government departments. Therefore, the corporation is in the advanced stages of finalizing its own recruitment rules, which will provide a structured career progression for various cadres, including Computer Operators.
The government assured that promotions for other categories, including Junior Assistants and Senior Assistants, will be initiated soon against vacant promotion quota posts. These promotions will be carried out following the Jammu and Kashmir Subordinate Service Recruitment Rules (SRO-381 of 1981).
Dismissing allegations of bias against non-gazetted employees, the government said that promotions have been conducted fairly in the past and will continue to be so in the future. It also confirmed that promotions for all eligible cadres will be initiated and completed shortly as per the applicable recruitment rules.
