Srinagar, Mar 26: Jammu and Kashmir Lieutenant Governor, Manoj Sinha on Sunday said the government will enact a law to provide land and homes to poor people in the UT as there were no such laws in place.
Addressing a gathering at the 450th Prakash Utsav of Goswami Shri Guru NabhaDass Ji Maharaj in Jammu, he said there is no law in J&K to provide land to the landless poor families and many of them are facing difficulty.
The LG said that the historic decision of August 05, 2019 has ended the decades-old discrimination against deprived sections of society.
“We are making sure that no individual or no section of society should be left behind in the development journey of Jammu Kashmir,” he said.
“The administration is committed to resolving this issue and very soon we will come out with a provision to provide land to the landless families so they can have their own houses,” he said adding the administration is focused on the welfare of poor. These houses will be constructed under Pradhan MantriAwas Yojana (PMAY).
The Lt Governor reiterated the commitment of the government towards the welfare of the last person on the ladder of development and harnessing their potential in building strong, Atmanirbhar Jammu and Kashmir.
“Everything will be done for poor people by the J&K administration the way housing facilities were provided to migrant Kashmiri Pandits, similar facilities will be provided to government employees who are non-J&K residents,” he said.
The administration will ensure safe and secure accommodation to the employees who belong to other parts of the country and are presently posted in J&K. “We know working in Kashmir is a bit challenging and things will be streamlined further,” he said.
Under the guidance of Prime Minister, Narendra Modi, the government is focused on inclusive growth and aims take the developmental prospectus to the next level.
While talking about the traditional practice of Darbar move in Jammu and Kashmir for six months in winter and summer, he said J&K is the number one UT in the country to have e-services.
“I was surprised to see 270 trucks ferrying files of Darbar move from Srinagar to Jammu. Today, we are the number one UT in the country to have e-services. We have 450 e-services, 102 services under Public Service Guarantee Act (PSGA). There are some gaps that are being filled by May this year,” he said.
The LG said that there was a time when only 7 km of road was laid in J&K and today the figure is 20 km and 15 kms of road is being macadamized on a daily basis.
Sinha said digitization of land records has facilitated easy online access to the land records system, reduce manipulation and improve efficiency.
“All process was aimed at modernizing the management of land records and enhancing transparency in the maintenance mechanism. Introduction of the new system has reduced the scope of land, property disputes and has facilitated conclusive titles to immovable properties across the Union Territory,” he said.
“A lot has changed in the past three years. Under the self-employment scheme and women self-help groups, hundreds of youth including young girls were trained to become good entrepreneurs,” he said.
The LG also said that in every Panchayat, youth are being selected for entrepreneurship training and 20 youth are being trained under skill development program.
