Schools Recommending Non-NCERT Books to Compensate Parents: DSEK

Srinagar 26, NOV: Director School Education Kashmir (DSEK) Naseer Ahmad Wani on Wednesday said that private schools recommending textbooks other than those prescribed by the government will be held accountable and made to compensate parents. He said strict action will be taken against individuals or institutions violating the textbook policy.
Speaking to reporters in Srinagar, Wani said the freezing of posts in the School Education Department was done as part of a process to transition Rehbar-e-Taleem (ReT) teachers into the government school system. The government is working on the modalities to de-freeze these posts. We will be submitting our feedback to the government soon.
Responding to a question about government teachers offering private tuitions during winter vacations, the Director said the government has issued strict orders prohibiting such practices. Any teacher found violating the order will face appropriate action.
Wani said the winter vacation schedule already issued by the government, which will be observed in phases. The winter vacations for Pre-primary (Balvatika) classes will begin from November 26, 2025 and will continue till February 28, 2026 and For Class 1 to 8, the vacations will be observed from December 1, 2025 to February 28, 2026, while for Class 9 to 12, the winter break will commence from December 11, 2025 and conclude on February 22, 2026.
When asked about parents who have already purchased non-NCERT books, Wani said the persons responsible for recommending such books will have to compensate parents. "We have issued clear instructions regarding textbook policy, and action is being taken against schools violating these orders,” he said.
Wani urged parents facing issues related to excessive fees in private schools to approach the the Committee for Fixation and Regulation of Fees of Private Schools in Jammu and Kashmir (JKFFRC) . “The committee has already acted on several complaints and passed appropriate orders against schools charging unauthorized fees,” he said.
He assured that the department remains committed to enforcing regulations and ensuring accountability across all schools in the Kashmir division.
