Will reduce need for students to go outside UT: Edu Min

Srinagar, Apr 04: The Jammu and Kashmir Assembly on Saturday passed the Private Universities Bill, a key step aimed at expanding higher education opportunities in the Union Territory.

Education Minister Sakeena Itoo introduced the bill, which focuses on establishing, regulating, and managing private universities. It seeks to ensure academic quality while protecting student interests.

The legislation was cleared through a voice vote after several amendments proposed by members were either withdrawn or rejected. MLAs Mir Saifullah, Nizam ud din Bhat, Pirzada Farooq Ahmad Shah and Tanvir Sadiq withdrew their amendments following assurances from the government.

Speaking in the House, the Education Minister said the government had carefully examined concerns related to the higher education sector before framing the bill. “This bill will pave the way for setting up private universities and strengthen the higher education system in Jammu and Kashmir,” she said.

Itoo added that many students from J&K currently move outside the Union Territory to pursue higher studies due to limited local options. “With the establishment of quality private institutions, students will have more choices within J&K. This will reduce the need to go outside and will benefit families as well,” she said.

The bill provides a framework for regulating private universities, including their functioning, governance, and academic standards. Officials said the aim is to create credible institutions that meet national benchmarks.

People across the UT welcomed the move, calling it a step towards improving access to higher education. “This is a progressive measure. It can open new avenues for students and attract investment in the education sector,” a college student from Srinagar said.

The government said that safeguards have been built into the law to ensure transparency and accountability in the functioning of private universities.
