J&K Police to procure 350 advanced optics under modernisation plan

Srinagar, Sept 25: In a major push to strengthen counter-terrorism and anti-infiltration operations, the Jammu and Kashmir Police is set to procure 313 Day Vision Binoculars and 50 Fusion Monoculars as part of its ongoing modernisation programme. Officials said the acquisition is being carried out under the Assistance to States and UTs for Police Modernisation Scheme, in line with the Ministry of Home Affairs (MHA) guidelines. The procurement process is being steered by the Border Security Force (BSF) headquarters to ensure compliance with approved Qualitative Requirements (QRs) and Technical Details (TDs). A senior police officer told Rising Kashmir that tenders have been floated for 313 Day Vision Binoculars (Tender Ref: B/6546527) and 50 Fusion Monoculars (Tender Ref: B/6605266). “Technology has become indispensable in dealing with evolving threats. These devices will be deployed across counter-insurgency units, checkpoints, and patrols to strengthen surveillance capabilities,” the officer said. Explaining their utility, he said that the Day Vision Binoculars will enhance daytime observation in open terrain, while the Fusion Monoculars, which combine thermal and optical imaging, will give personnel an edge during nighttime operations and in low-light conditions. “In the field, they will act as real force multipliers, whether it is guarding checkpoints, escorting convoys, or patrolling infiltration-prone belts,” he said. The optics purchase is part of a larger upgrade. Earlier in July, the J&K Police inducted 50 Deep Search Mine and Metal Detectors (DSMDs), designed to detect improvised explosive devices (IEDs) and hidden weapons. Those systems, also developed as per MHA specifications, were handed over to bomb disposal squads. To coordinate such procurements, the J&K Government has constituted a six-member Union Territory-level Empowered Committee, headed by the Additional Chief Secretary (Home). The panel is tasked with vetting proposals, ensuring transparency, and aligning police acquisitions with national security priorities. According to officials, the binocular and monocular procurement will be executed in phases. The tendering and evaluation process is expected to conclude in 2025, with deliveries likely beginning in 2026, depending on final clearances from the Empowered Committee and the MHA. “The aim is to equip our frontline units with the latest tools. These binoculars and monoculars will ensure our personnel are better prepared, better protected, and more effective in their operations,” an official said.
